SERIES NATURE OF WORK: The Community Resources Development job series describes work in the development and implementation of programs, provision of technical assistance, and evaluation of proposals for projects to benefit disadvantaged citizens.

DEFINITION: This is professional work in the development and implementation of community resources development programs for the Department of Community and Economic Development.

An employee in this job reviews, evaluates, and implements programs which are aimed at improving the quality of life for socially and financially disadvantaged citizens and include job development, small business development, employment training, management assistance to local community based organizations, tax incentives for businesses to participate in community resources development activities, and grants to agencies to conduct other localized services. Work includes providing one-on-one consulting and technical advice, reviewing program proposals, developing and evaluating the effectiveness of programs and program procedures, and monitoring the effectiveness of subgrantees. Work is performed independently within program guidelines, with general instructions received from a supervisor who reviews work upon completion for adherence to technical standards, policies, and results obtained.

   DISTINGUISHING CHARACTERISTICS:

• Work is distinguished from the lower level by the complexity of the program, which involves program guidelines or standards requiring explanation and justification, the independence of action in dealing with program requirements, and the responsibility for the review, analysis, development, and revision of program standards and procedures.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Reviews project proposals from local community based organizations for reasonableness, relative need, and probability of attaining proposed objectives.

• Prepares and presents oral and written justifications for recommendations for approval or denial of funding support for projects.

• Prepares and provides presentations to government, agency subgrantees, civic, business, and community groups to explain programs and to stimulate interest and generate increased participation.

• Leads the work of lower level specialists by making specific assignments, providing assistance, and reviewing the work for adherence to established procedures.

• Examines bureau-supported programs and projects in progress to determine the effectiveness of services provided and adherence to intended objectives.

• Plans and implements strategies with agency subgrantees, within available program limitations, for meeting the needs of the disadvantaged across the state.

• Devises systems of ranking project proposals, taking into account local needs and priorities as well as statewide standards.

• Conducts monitoring and on-site reviews of subgrantees who administer the provision of services to disadvantaged citizens through a group of specialized programs pertaining to education, health, employment, welfare, and business development.

• Administers the implementation of procedures and standards for providing statewide services in a specific community resources development program area.

• Provides specialized technical information and guidance in the interpretation and application of policies and procedures to agency subgrantees.

• Assists with research to determine the availability and feasibility of using alternative funding sources such as grants, foundations, and cooperative arrangements with businesses to provide needed community resources development services.

• Reviews overall progress and results of bureau programs to evaluate effectiveness and develop recommendations for changes to procedures and standards.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of current principles and objectives of community resources development programs for the socially or economically disadvantaged.

• Knowledge of the social, economic, and organizational practices and structure of civic, governmental, and private agencies working with socially or economically disadvantaged persons.

• Knowledge of the current education, employment, health, housing, and welfare problems of socially and economically disadvantaged persons.

• Knowledge of administrative and budgetary principles and practices as they relate to the operation of community resources service agencies.

• Ability to read and interpret written material.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as a Community Resources Development Specialist 1;

or

• Two years of professional experience in a federal, state, local, or private program providing assistance to socially or economically disadvantaged persons; and a bachelor’s degree in a human services related field such as social work, social services, sociology, or psychology;

or

• An equivalent combination of experience and training.
