COMMUNITY DEVELOPMENT REGIONAL DIRECTOR

DEFINITION: This is highly responsible administrative and professional work directing a broad range of community and economic development services on a regional basis. Services may include community revitalization, planning, economic development, housing, emergency shelter, infrastructure, employment, flood
plain management, weatherization, neighborhood development and general technical assistance.

An employee in this class plans, directs, coordinates and evaluates a region of statewide programs designed to assist local agencies and municipalities with project development activities involving housing, planning, zoning, housing, flood plain management, weatherization, neighborhood development grants and tax credits services. An important aspect of this work is monitoring and evaluating community development activities administered by varied program offices that are provided to local agencies for compliance and consistency with federal and state program regulations. Work involves directing the review and evaluation of grant and tax credit projects, funding decisions and monitoring projects upon completion for compliance including on-site inspections. Work involves contact with community leaders and organizations, federal, state and local officials and the general public. Work is performed independently under the general direction of the Deputy Secretary for Community Affairs and Development and is reviewed through conferences and evaluation of reports and results achieved in meeting program objectives.

EXAMPLES OF WORK: Directs a professional and office support staff in administering statewide community and economic development programs for local agencies in one of five geographical locations.

Directs and/or facilitates grant and tax credit projects with local agencies and municipalities eligible for community revitalization, planning, economic development, housing, emergency shelter, infrastructure, employment, flood plain management, weatherization, neighborhood assistance and general technical assistance.

Directs the review and evaluation of local agencies accessing community development programs and services to ensure compliance with federal and state regulations and guidelines.

Provides reports and updates to federal and state agencies.

Provides recommendations into policy development, implementation, interpretation and monitoring in the community development regions.

Serves as a resource and/or clearinghouse to local agencies and municipalities receiving funding in assigned geographic location.

Interacts with other State agencies particularly the Department of Conservation and Natural Resources to coordinate community development programs.

Establishes and maintains effective working relationships with other management and technical personnel in the Department, other State agencies, local and civil organizations, economic development organizations and the general public.

Directs and supervises a professional, technical and clerical staff.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices and methods of program planning, organization, direction and interpretation.

Knowledge of the principles and practices of public administration.

Knowledge of the functions, programs and available resources of federal, state and local agencies and organizations as they relate to community and economic development programs and services.

Ability to formulate and implement policy and procedures for developing and maintaining varied community and economic development opportunities.

Ability to provide effective administrative and program direction to professional, technical and clerical staff.

Ability to analyze and evaluate program plans and make recommendations for improvements.

Ability to provide leadership and to establish effective working relationships with departmental staff, community and economic development groups and the general public.

Ability to communicate effectively, both orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Six years of progressively responsible professional experience in community and economic development programs including three years in an administrative, consultative or supervisory capacity; and a bachelor's degree in public administration or related field;

Any equivalent combination of experience and training.
