DEFINITION: This is professional administrative and managerial work planning and directing the operations of the Tax Credit Division in the Financial Management Center of the Department of Community and Economic Development (DCED).
The employee in this job plans and directs programmatic and administrative operations of the Tax Credit Division. Work involves providing guidance to staff, evaluating program effectiveness, and providing strategic direction for improved operations. Work includes evaluating performance measures to ensure the division meets established deadlines and goals; verifying the accuracy of fiscal reporting; and developing, interpreting, and implementing policies and standards related to tax credit program operations. Supervision is exercised over professional and clerical staff. Work is performed under the general direction of an administrative supervisor and is reviewed through conferences and reports for overall effectiveness and objectives attained.

• Plans, organizes, and directs the work of division staff and manages overall operations.
• Develops, interprets, and implements program guidelines, policies, and administrative procedures for tax credit programs.
• Develops strategic goals and objectives for the Tax Credit Division.
• Develops and tracks performance measures for the division and implements plans to address deficiencies.6
• Oversees the tax credit appeals process for tax credit denials.
• Tracks the usage of tax credit dollars and makes recommendations regarding the reallocation of recaptured tax credits.
• Develops and reviews reports on program progress and accomplishments.
• Verifies the accuracy of award amounts and distributions to participants and resolves issues when they arise.
• Reviews and analyzes proposed legislation and regulations affecting program operations and provides feedback including the anticipated impact to the department.
• Coordinates with a broad network of inter-agency professionals, other commonwealth agencies, and external bodies to accomplish division objectives.
• Prepares and delivers presentations on tax credit programs to private schools, non-profit organizations, elected officials, and the public.
• Performs the full range of supervisory duties.
• The employee in this job participates in the performance of subordinates' work consistent with operational or organizational requirements.
• Performs other related duties as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of program administration.
• Knowledge of the methods and techniques used in data collection, analysis, and reporting.
• Knowledge of laws and regulations governing tax credits.
• Knowledge of the principles and practices of policy development and implementation.
• Knowledge of the principles and practices of employee supervision.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to read, analyze, and interpret policies, procedures, and regulations.
• Ability to analyze and interpret numerical information.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively orally.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Six years of professional experience in program administration, which includes two years of tax credit experience and two years of supervisory experience; and a bachelor's degree;
or
• An equivalent combination of experience and training, which includes two years of tax credit experience and two years of supervisory experience.
