EXECUTIVE DIRECTOR, GOVERNOR'S CENTER FOR LOCAL GOVERNMENT SERVICES
DEFINITION: This is responsible administrative work planning and directing the statewide local government services program in the Governor's Center for Local Government Services.
The employee in this class directs through subordinate managers, the activities of a professional, technical and clerical staff involved in a variety of duties involving a comprehensive program of local government services including consultation, technical assistance, and planning in the areas of local government structure, finance, operations, personnel management, public works, municipal codes development and enforcement, training, intergovernmental cooperation, community planning, community and economic development, and general administration. Work involves determining goals, objectives, and priorities for the Local Government Center program; developing and implementing rules, regulations, policies, procedures, standards and guidelines to manage program activities; reviewing proposed legislation for programmatic impact; and determining and preparing budgetary requests. This work involves representing the Center in activities with federal officials, other Commonwealth agencies including the Governor's Office, interstate and advisory committees. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives and program priorities. Work is reviewed upon completion by the Deputy Secretary for Community Affairs and Development through reports and conferences for attainment of goals and objectives and overall program quality.
EXAMPLES OF WORK: Directs, through subordinate managers, the planning, development, implementation, coordination, and evaluation of operations and maintenance of local government services and programs.
Directs the development of rules, regulations, policies, procedures and standards involving local government services.
Meets with local, state, and federal officials, interest groups, advisory committees and the public to resolve sensitive or controversial local government services issues or concerns.
Reviews and analyzes activity reports to determine work performed, program trends, and program effectiveness.
Reviews proposed legislation for possible impacts on local government services and recommends supporting or opposing comments.
Plans and organizes work, assigns work, determine work priorities, sets goals, and reviews work performance.
Interprets rules, regulations, policies, procedures, standards, and objectives of the organization or program for subordinates.
Provides advice to staff on unusual or difficult technical and managerial problems.
Provides advice and information to the Deputy Director, Regional Managers and the public regarding departmental functions, programs, rules and regulations, policies and procedures.
Represents the Center or Deputate in activities with federal officials and other Commonwealth agencies.
Develops and presents speeches and similar information to interest groups, legislators, media and the public on center programs.
Employee in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Department of Community and Economic Development's laws, rules, regulations, policies and procedures governing community development services and operations.
Knowledge of the principles and practices of local government administration including public finance, fiscal administration, governmental organization, operation, personnel management, codes administration, intergovernmental cooperation, and community planning and development.
Knowledge of major Federal and State legislation dealing with municipalities and other political subdivisions.
Knowledge of applicable collective bargaining agreements.
Knowledge of the legislative process in the Commonwealth.
Knowledge of legislative research sources, techniques and methods.
Knowledge of principles and practices of public administration.
Knowledge of techniques used in policy research, program analysis and planning.
Knowledge of social and economic programs of state government, and its relationship to Federal, regional and local governments.
Knowledge of the principles and practices of strategic planning and project management.
Knowledge of the Commonwealth's and Departmental rules, regulations, policies, and procedures including travel and reimbursement of expenses.
Skill in managing programs and supervising employees.
Ability to plan and organize work and assign work to a professional, technical and clerical staff.
Ability to evaluate program and services effectiveness.
Ability to express ideas clearly and concisely, orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Nine years of responsible professional experience involved in local or regional governmental affairs as a consultant, manager, administrator, planner or governmental official, including four years in a managerial capacity; and a bachelor's degree;
