JOB TITLE: DIRECTOR, CENTER FOR COMMUNITY AND HOUSING DEVELOPMENT

DEFINITION:

This is professional managerial work directing the administration of federal housing and community development programs impacting the commonwealth's economic and community development activities for the Department of Community and Economic Development.

The employee in this job plans, oversees, and monitors federal housing and community development programs under the U.S. Department of Housing and Urban Development including Community Development Block Grants (CDBG), CDBG Disaster Recovery, HOME Investment Partnerships, Neighborhood Stabilization Program, Emergency Solutions Grant, and Continuum of Care for Homeless People programs. Work also includes developing and implementing policies, procedures, regulations, standards, and guidelines to manage program activities; interpreting federal and state regulations and policies; establishing goals and objectives; and disseminating information to communities and non-profit agencies. Supervision is exercised over subordinate supervisors who manage individual program functions and direct the work of professional, technical, and clerical employees. Work is performed with a high degree of independence and is reviewed by the Deputy Secretary for Community Affairs and Development for attainment of objectives and overall effectiveness in the management of departmental programs.

• Oversees and provides strategic direction to staff who perform application review, contracting and grant expenditure/payment, monitoring, training, and technical assistance to local governments and community-based organizations.

• Reviews and analyzes legislation impacting implementation of federal programs at the state and federal level.

• Develops policies and procedures, goals, and objectives for community financing programs.

• Establishes and maintains effective internal controls over federal community and housing awards.

• Directs the review and analysis of funded projects to determine whether the contract objectives and program requirements have been met.

• Develops and implements program performance objectives.

• Develops systems to measure effectiveness, compliance, and the results of community financing programs.

• Oversees and provides guidance for disaster recovery efforts by providing financial and technical assistance to communities, businesses, and people following declared disasters.

• Analyzes the budget for program and administrative expenditures to assure compliance with program requirements.

• Represents the Deputate at meetings, conferences, and events to provide information on programs and provides guidance regarding community development programs.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of economic development principles and practices.

• Knowledge of the principles and practices of public administration.

• Knowledge of grant monitoring and reporting requirements.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of federal and state community and housing development programs.

• Ability to develop, interpret, and implement policies and procedures.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as an Economic Development Consultant 3;

or

• Six years of professional experience in economic planning and development programs, including one year in a supervisory capacity, and a bachelor's degree;

or

• An equivalent combination of experience and training.
