DEFINITION:
This is responsible administrative work assisting in the direction of statewide economic development activities and programs for the development, maintenance, and expansion of industrial enterprises in the Governor’s Action Team Office.
An employee in this job is responsible for assisting the director by managing a portfolio of projects resulting in private sector investment and job retention and creation, or managing the administrative operations which include personnel, procurement, marketing, research, reporting activities, statistical analyses, and technology for the Governor’s Action Team. Work includes supervising regional directors and other economic development staff involved in working with company executives looking to relocate or expand current facilities. General administrative direction is received from the Director, Governor’s Action Team, Community and Economic Development who reviews work through conferences and reports to determine program effectiveness.

Directs and supervises regional directors, headquarters staff, and research analysts regarding all aspects of project activity and the structure of incentive packages.
Manages the internal project review process and finalizes internal documents for review and approval.
Manages and supports the daily operations of headquarters and regional offices throughout the state ensuring staff have what is needed to carry out their mission.
Works with company executives looking to relocate or expand current facilities to evaluate and determine the project validity, its impact to the region, and the overall state economy.
Works with real estate representatives, site selection practitioners, developers, and local economic development agencies to identify available sites and buildings meeting company’s requirements.
Provides and manages the provision of assistance to clients to evaluate workforce availability, utility services, and infrastructure including transportation, water, and sewer supporting the location.
Analyzes business plans and financial statements to determine the level of economic development incentives that will provide value to the project.
Facilitates involvement and support of marketing initiatives including Department website, collateral materials, trade shows, and industry seminars.
Develops, implements, and improves agency and inter-agency processes and relationships relative to developing financial incentive packages, program understanding, and non-fiscal support services.
Monitors operating budget ensuring fiscal responsibility.
Performs the full range of supervisory functions.
Employees in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.
Performs other related duties as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
Knowledge of laws and regulations pertaining to economic development.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
Six years of professional economic development work, including two years in an administrative, consultative, or supervisory capacity; and a bachelor's degree.
