DIRECTOR, BUREAU OF RECREATION AND CONSERVATION

DEFINITION:

This is professional managerial work directing the activities of the Bureau of Recreation and Conservation in the Department of Conservation and Natural Resources.

The employee in this job works closely and collaboratively with the Secretary and Executive staff and is responsible for directing and overseeing an internal structure for the leadership and oversight of the Conservation Landscape Initiative (CLI) Program. This work involves establishing and directing an internal, multi-disciplinary, multi-bureau team using a matrix-management approach; ensuring each CLI develops a set of goals, objectives, and grant budget with key partners; and leveraging the grant funding from other state agencies, federal agencies, and private partners for projects arising out of the CLI process. The employee also directs, through subordinate supervisors and managers, the activities of professional, technical, administrative, and clerical staff engaged in a variety of duties involving the statewide recreation, conservation, and heritage parks programs. Work involves determining goals, objectives, and priorities for the recreation and conservation programs; developing and implementing rules, regulations, policies, procedures, standards, and guidelines to manage program activities; and developing and preparing budgetary requests. An important aspect of the work involves representing the Bureau in dealings with federal officials, other Commonwealth agencies, interstate and international organizations, and advisory committees. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives, and program priorities. Work is reviewed upon completion by the Secretary and the Deputy Secretary through reports and conferences for attainment of goals, objectives and overall program quality.

EXAMPLES OF WORK:

Establishes cross-bureau interagency teams, convenes key partners in each landscape area and engages other state, local and federal entities.

Advances program goals through grants and programs operated by DCNR employees.

Implements plans for each CLI.

Develops, recommends, presents, defends, and implements short-range, medium-range, and long-range goals, objectives, and initiatives for the CLI Program to Executive staff.

Develops and administers the CLI multi-year spending plan.

Directs, through subordinate supervisors and managers, the planning, development, implementation, coordination, and evaluation of the statewide recreation and conservation programs.

Directs the development of statewide rules, regulations, policies, procedures, and standards involving the recreation, conservation, and heritage parks programs.

Meets with local, state, and federal officials; special interest groups, advisory committees, and the public to resolve sensitive or controversial recreation, conservation, and heritage parks program management issues.

Reviews and approves contracts and agreements relating to recreation, conservation, and heritage parks program management.

Reviews and analyzes activity reports to determine work being performed, program trends, and program effectiveness.

Develops and prepares budget and rebudget requests.

Reviews proposed legislation for possible impacts on the recreation, conservation, and heritage parks programs and recommends whether the Department should support or oppose the legislation.

Provides advice to the staff on unusual, difficult, sensitive, or precedent setting technical and managerial problems.

Provides advice and information to local government officials, special interest groups, advisory groups, committees, regional program staff, and the public regarding Departmental programs, functions, rules, regulations, policies, and procedures.

Represents the bureau or deputate in dealings with government officials, special interest groups, advisory groups, committees, and the public.

Develops and delivers speeches and presentations to special interest groups, legislators, the media, and the public on bureau programs.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the Department of Conservation and Natural Resources' laws, rules, regulations, policies, and procedures governing the recreation, conservation, and heritage parks programs

Knowledge of the principles, practices, methods, and techniques, utilized in park management, outdoor recreation, conservation, and heritage conservation and tourism.

Ability to perform the full range of supervisory duties.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to read and interpret Commonwealth and Departmental administrative rules, regulations, policies, and procedures.

Ability to coordinate the work activities of the assigned programs and to resolve conflicts between the programs.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING:

A bachelor's degree in parks and recreation, landscape architecture, or planning; and nine years of progressively responsible experience in the recreation and conservation field which includes four years of managerial experience;
