EXECUTIVE DIRECTOR, HARDWOODS DEVELOPMENT COUNCIL

DEFINITION: This is administrative and professional work in planning and promoting the development of the hardwoods industry through the Council.

The employee in this class is responsible for planning, directing, and coordinating the activities of the Council including the development of programs that lead to retention, expansion, and creation of jobs, and the fostering of capital investments in the hardwoods industry. Work involves developing, implementing, monitoring, and interpreting rules, regulations, policies, and procedures that impact the hardwoods industry in Pennsylvania; planning, developing, and administering an appropriated budget to support research and policy analysis, education, marketing and promotion, and technology transfer; planning and coordinating committees and subcommittees activities relevant to completing the priorities identified in the development plan; and determining Council goals and objectives, and serving as the principle advisor to the Council. Work also involves representing the Council before executive and legislative officials, business and industry officials, labor groups, and the public; and serving as liaison to other administrative agencies, academia, and other public and private individuals and organizations involved in the development of the hardwoods industry. Supervision is exercised over an administrative employee. General objectives are received from the Deputy Secretary for Marketing, Promotion and Program Services who reviews work through discussions and written reports for program effectiveness in accordance with performance objectives and standards.

EXAMPLES OF WORK: Plans, directs, and coordinates the activities of the Pennsylvania Hardwoods Development Council including committees and subcommittees.

Prepares and administers appropriated budget to support strategy and work plan efforts.

Plans and schedules Council meetings, prepares agenda, attends council meetings, and makes presentations and responds to questions.

Develops, implements, monitors, and interprets policies recommended by Council to promote the hardwoods industry.

Prepares and administers Requests for Proposals, administers contracts for expenditure of appropriations, and monitors and coordinates the activities of consultants in support of program goals and activities.

Coordinates strategy efforts to encourage domestic and foreign secondary wood processing.

Maintains liaison with state and federal agencies and other public and private organizations involved in developing the hardwoods industry.

Represents the Council before executive and legislative officials, business and industrial groups, and the public to explain Council activities, actions, and positions.

Plans and organizes work, determines work flow, and reviews work performance.

Evaluates employee performance, and prepares and signs performance evaluations.

Establishes and maintains effective working relationships with local development groups, the business community, and other individuals involved in developing the hardwoods industry.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs other related duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of basic business development principles and practices applied in the organization and management of industrial enterprises.

Knowledge of hardwood industry.

Knowledge of the principles and practices of public administration.

Ability to plan, organize, and direct program activities.

Ability to express ideas clearly and concisely in oral, written, and graphic form.

Ability to establish and maintain effective work relationships with executive and legislative officials of state, federal, and local governments, business and industry officials, and the public.

Ability to plan, organize, and assign work to subordinates.

MINIMUM EXPERIENCE AND TRAINING: A Bachelor's Degree in Business Administration or related field with four (4) years of experience in economic development, two (2) of which have involved serving as a consultant or operational capacity in a timber related industry.

A Masters' Degree in Business Administration or Public Administration which will be substituted for economic development and two (2) years of experience as a consultant or in an operational capacity in the timber experience.

Any combination of experience and training that meets the requirements of the Hardwoods Development Council.
