EXECUTIVE POLICY MANAGER 1

DEFINITION: This is responsible, managerial policy analysis and development work in the Policy Office of a state agency.

An employee in this class is responsible for managing the executive policy analysis function for an entire state agency or cluster of agencies. Work involves managing the study of programs and legislated mandates of an agency or cluster of agencies to determine critical policy issues to be considered by executive staff and the Governor's Policy Office. Work also involves review and evaluation of existing and proposed agency policy and programs to insure consistency with goals and objectives of the Governor. Work is reviewed by the agency head and the Governor's Policy Office through conferences and reports.

EXAMPLES OF WORK: Confers with cabinet level officials, the Governor's Policy Office and other Commonwealth executives to gather information and identify areas of program and program policy conflict.

Reviews state programs related to a designated cluster of governmental services, and develops executive policy recommendations and strategies to accommodate projected state needs.

Designs and conducts research on complex policy issues and develops recommendations as a part of the total state policy development process.

Provides input on information submitted to legislative committees to explain government policies and describe considerations weighed in the policy development process.

Reviews programs, proposed legislation and other government initiatives on the local level to insure compatibility with state programs and initiatives.

Supervises and directs the work of other policy specialists on a project basis.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and methodology used in the collection, analysis, and presentation of statistical,
economic and administrative data.

Knowledge of techniques used in policy research, program analysis and planning.

Knowledge of the structure and operations of state government, and its relationship to Federal, regional and local governments.

Knowledge of the social and economic programs of state government, and the laws and regulations governing state agencies and programs.

Knowledge of the Legislative process, and the authority and responsibility of various legislative committees.

Ability to conceive, identify and analyze highly complex policy issues and design and conduct research studies, and develop recommendations.

Ability to present complex policy recommendations involving social and economic impacts, in a form conducive to program modification and/or development.

Ability to establish and maintain effective working relationships with members of the legislative and executive branches of state government, and with officials of Federal, regional and local governmental units.

Ability to express ideas clearly and effectively, orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: One year as an Executive Policy Specialist 2.

Three years of policy analysis and planning experience; and a master's degree in policy analysis and planning, administration, or a closely related field.
