RIGHT-OF-WAY ADMINISTRATOR 1
DEFINITION: This is administrative work in acquiring real estate property for public use.
An employee in this class performs advanced technical work in a staff capacity or supervises general acquisition functions to secure legal rights-of-way or real estate for other public purposes. In transportation district offices employees supervise other supervisory employees involved in claims settlement, or general real estate acquisition functions; or are normally responsible for managing a program in assigned geographical area or a less complex statewide program. Emphasis is placed upon the effective completion of projects to meet established schedules and priorities, or the comprehensive review of a variety of real estate acquisition or related documents and reports. Assignments are received in broad outline and completed work is reviewed by an administrative superior for results obtained and adherence to established policies and objectives.
EXAMPLES OF WORK: Supervises all claims settlement activities in a transportation district office.
Supervises general real estate acquisition functions in a transportation district including real estate management and relocation advisory assistance, acquired improvement removal, and related technical and clerical activities.
Supervises technical and clerical employees involved in real estate management, relocation and/or claims settlement activities in the Central Office.
Reviews all claims settlements for a major assigned geographic area of the state.
Coordinates and expedites real estate management activities for an assigned region of the state.
Makes trips to engineering districts; and assists in negotiating the most difficult claims.
Instructs district personnel in the preparation and maintenance of required records, and the application of accepted methods and procedures, and where necessary interprets Central Office directives.
Administers the enforcement and control of a statewide Outdoor Advertising and Junkyard Control Program.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of real estate methods and techniques utilized in real estate transactions.
Knowledge of state and Federal laws and regulations pertaining to real estate, conveyances, easements, and eminent domain.
Knowledge of the legal instruments effecting the transfer, sale, and lease of real estate.
Knowledge of the principles of effective supervision.
Knowledge of the technical aspects of right-of-way location, condemnation plan interpretation, interests to be acquired, and cost estimating.
Ability to plan, organize, coordinate, and direct the work of a staff of technical and clerical employees.
Ability to effect final settlements of real estate damage claims or title transfers.
Ability to give testimony at hearings and trials.
Ability to read and interpret simple maps, condemnation plans, and real estate descriptions.
Ability to express ideas clearly and concisely, both orally and in writing.
Ability to establish and maintain effective working relationships with associates, real estate owners, and the public.
MINIMUM EXPERIENCE AND TRAINING: One year as a Real Estate Specialist or Real Estate Specialist Supervisor;
or
Three years of experience in technical real estate work, and a bachelor's degree;
or
Four years of experience in technical real estate work, and an associate degree; or satisfactory completion of two years of college;
or
Any equivalent combination of experience and training.
