REAL ESTATE DIVISION CHIEF, GAME COMMISSION

DEFINITION: This is managerial work in directing the statewide land acquisition program for the Pennsylvania Game Commission.

The employee directs the statewide land acquisition program involving the review and recommendation of all land purchase options and land exchange agreements for the Pennsylvania Game Commission. Work includes directing a professional and technical staff engaged in real estate and land acquisition activities. Work is performed under the general direction of the Director of Land Management and is reviewed for overall program effectiveness and adherence to applicable laws, rules and regulations.

EXAMPLES OF WORK: Plans, organizes and directs the review, processing and negotiating of all options and executing contracts for land acquisition for the Pennsylvania Game Commission.

Negotiates complicated real estate transactions involving leasing, land purchases, easements and right-of-ways.

Reviews, develops and recommends standards, policies and procedures concerning real estate transactions.

Recommends land exchanges and purchases of State Game Lands; confers with Pennsylvania Game Commission Chief Counsel regarding purchase of property.

Oversees the contacting of landowners to secure land purchase contracts.

Administers the sale of, and or demolition of obsolete buildings as authorized by the Pennsylvania Game Commission.

Oversees the contracting for certified, independent appraisers when purchase is federally funded.

Reviews title reports and objections prepared by the Assistant Legal Counsel.

Supervises the Assistant Legal Counsel in the performance of duties associated with land titles, surveys, buildings and in lieu of tax payments.

Administers and reviews the right-of-ways applications.

Approves leases and agreements authorized by the Game and Wildlife Code.

Interviews and selects prospective employees; prepares and signs employee performance evaluation reports.

Supervises and directs a professional and technical staff engaged in real estate acquisition.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices and techniques of real estate acquisition.

Knowledge of state and Pennsylvania Game Commission laws and regulations pertaining to the acquisition of real estate for public purposes.

Knowledge of the principles and practices of real property appraisal as related to acquiring property for public use.

Knowledge of the principles and practices of supervision and office management.

Knowledge of the principles and practices of public administration.

Ability to negotiate complicated and difficult real estate transactions.

Ability to develop and implement standards, policies and procedures, and evaluate their effectiveness.

Ability to plan and direct the work of a large professional and technical staff.

Ability to express ideas clearly and concisely, orally and in writing.

Ability to establish and maintain effective working relationships with associates, other administrative officials, property owners and the public.

MINIMUM EXPERIENCE AND TRAINING: Four years of technical experience in real estate brokerage work, including two years in a supervisory capacity in this environment; and a Bachelor's degree;

or

Any equivalent combination of experience and training.
