DEFINITION: This is professional managerial work directing the activities of the Energy Programs Office in the Department of Environmental Protection.
The employee in this job directs the activities of a professional, technical, and administrative staff engaged in planning, developing, implementing, and evaluating the Department’s statewide energy efficiency and conservation and sustainability programs involving indigenous power generation, energy policy, alternative fuels, energy efficiency, innovative environmental technology deployment, pollution prevention, and environmental management programs. Work involves developing statewide energy policies, goals, objectives, and priorities for the Energy Programs Office; developing and implementing rules, regulations, policies, procedures, standards, and guidelines to manage program activities; reviewing proposed legislation for possible impacts on the program; and determining and preparing budgetary requests. Work also includes the development of policies that advocate and promote the interests of small businesses on issues related to environmental regulations and pollution prevention. Important aspects of the work include reviewing and analyzing energy funding proposals, including the return on investment for energy efficiency plans for all funding programs including the Commonwealth Financing Authority, Pennsylvania Energy Development Authority, Alternative Fuels Incentive Grant program, State Energy Plan, and other related boards and programs; serving as the Pennsylvania Energy Director in dealings with the federal Department of Energy; serving on the National Association of State Energy Officers; and serving as the primary point of contact for energy emergency issues, interstate emergency issues, and energy outreach and marketing. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives, and program priorities. Work is reviewed upon completion by a deputy secretary through reports and conferences for attainment of goals and objectives and overall program quality.

• Directs the Energy Programs Office by planning, developing, implementing, and evaluating statewide policy and program activities intended to develop and promote innovative environmental technologies statewide.
• Directs the development of statewide policies, technical standards, and procedures for incorporating energy efficiency and pollution prevention concepts into permitting, monitoring, enforcement, and technical assistance activities for the entire agency.
• Serves as liaison with the Department’s executive staff, the Governor’s Office, members of Congress and the Pennsylvania Legislature, and officials from other federal, regional, interstate, and state agencies in order to coordinate efforts.
• Develops, prepares, analyzes, reports on, and maintains annual budget plans for funding sources.
• Writes Memorandums of Understanding between DEP and outside companies and interagency agreements with outside agencies, for the facilitation of projects and new programs.
• Negotiates authorization of federal funds with federal program representatives, provides all supporting documentation or information to accompany authorization or reauthorization requests, receives grant awards, and reviews financial portion for inconsistencies.
• Develops and manages state grant programs, manages grants, and writes requests for proposals to energy grant programs.
• Develops federal grant solicitation packages to obtain federal grant funding and manages federal grant funds received.
• Develops policies and programs affecting the environmental sustainability of the Commonwealth.
• Receives and responds to requests for assistance or complaints from the small business community about agency programs and works with DEP’s executive staff, program managers, and legislators to resolve issues where regulations place disproportionate burdens on small businesses.
• Administers the development, implementation, and coordination of program policies.
• Analyzes and determines program trends and program effectiveness.
• Develops and prepares budget and re-budget requests.
• Reviews proposed legislation for possible impacts on the program and recommends the Department’s support or opposition of the legislation.
• Represents the Office in dealings with federal officials and other Commonwealth agencies.
• Develops and delivers speeches and presentations at meetings regarding alternative energy, energy efficiency, pollution prevention, environmental technology, and small business assistance programs with federal, state, and local governments and the private sector.
• Travels to various field sites.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of environmental laws, rules, regulations, policies, and procedures related to alternative fuels, energy policy, energy efficiency, and pollution prevention.
• Knowledge of the principles, methods, and techniques associated with environmental sustainability concepts, initiatives, and programs.
• Knowledge of industrial facility approaches for promoting energy efficiency and preventing pollution at the source including audit and assessment protocols, raw material substitution, inventory control, employee training and involvement, and housekeeping and operating procedures.
• Knowledge of the principles and practices of public administration.
• Knowledge of the principles and practices of environmental planning.
• Knowledge of the principles and practices of supervision.
• Ability to read and interpret administrative rules, regulations, policies, and procedures.
• Ability to communicate effectively orally.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of the Department’s permitting programs, inspection and compliance monitoring systems, and enforcement procedures.
• Knowledge of trends in environmental protection and regulation.
• Ability to plan and direct the activities of a professional and technical staff.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• Nine years of professional experience in administering energy efficiency or environmental conservation and sustainability programs that includes four years of supervisory experience and a bachelor’s degree;
or
• An equivalent combination of experience and training that includes four years of supervisory experience in environmental conservation and sustainability programs.
