JOB TITLE: POLICE TRAINING EDUCATION SPECIALIST

DEFINITION: This is professional work in the development, delivery, and evaluation of law enforcement training programs.
An employee in this job develops, conducts, monitors, and evaluates police officer training programs held across the commonwealth. Work involves identifying training needs and establishing learning objectives; developing and revising basic and in-service curriculum in such areas as commonwealth vehicle and criminal law, police vehicle operation, patrol activities, firearms use, officer safety, and forensic services; planning and delivering training programs that involve classroom or online instruction and practical exercises designed to develop proficiency in providing police services; and measuring the effectiveness of instruction. Work may involve training, certifying, and evaluating instructors; participating in the development of policies and procedures for municipal police training academies; inspecting police academy operations and records; and monitoring instruction for compliance to established standards. Work is performed under the general direction of a Police Training Curriculum Specialist or administrative supervisor and is reviewed through reports, conferences, and evaluations for achievement of educational objectives.

• Develops, organizes, conducts, and evaluates basic and/or in-service training programs for police officers.
• Identifies training needs, establishes learning objectives, identifies appropriate subject matter experts, leads curriculum development committees, and conducts instructor training.
• Monitors municipal police academies for compliance with the Municipal Police Education and Training Act and regulations by reviewing academy records, conducting on-site inspections of facilities, observing instruction, and evaluating instructors.
• Develops and administers certification exams for officer applicants and instructors.
• Conducts research on best practices and reviews changing case law for use in the modification of training curricula.
• Plans, develops, revises, and distributes training policies and procedures, lesson plans, audiovisual aids, practical exercises, and exam questions.
• Evaluates course feedback, students’ results, and the effectiveness of instructional programs to identify necessary changes and ensure established goals and objectives are being met.
• Provides technical guidance to instructors and academy directors regarding curricula, instructional techniques/methodology, and policies and regulations.
• Communicates with law enforcement partners regarding police officer training and certification programs.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of instructional methods and techniques that includes the development of course outlines, lesson plans, instructional materials, and examinations for training programs.
• Knowledge of the principles and practices of law enforcement.
• Knowledge of the principles and practices of criminal investigations including the identification and preservation of physical evidence.
• Knowledge of the operation of firearms, police vehicles, and specialized police equipment.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to interpret and apply laws and regulations.
• Ability to effectively present information to an audience.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Four years of experience as a sworn law enforcement officer that includes or is supplemented by one year of teaching or formal training experience in law enforcement programs, and completion of 60 college credits.
