POLICE TRAINING CURRICULUM SPECIALIST

DEFINITION: This is developmental and supervisory work in the administration of police-related training programs.

An employee in this class is responsible for the development of new curricula for basic and/or in-service police training programs, evaluation and/or on-going revision of current curricula, and assessment of police training needs statewide. The work includes monitoring of basic and/or in-service instructors for technical accuracy, for application of educational techniques, for compliance with curriculum requirements, in order to develop programs to enhance staff development of basic and/or in-service instructors. Employees are responsible for assisting policy planning, assessment of the budget impact of proposed plans and programs, and legislation review/proposal. Work may involve development and implementation of program policies and procedures to facilitate and promote a system of police officer certification. Work includes coordinating with federal, state, and local level law enforcement agencies regarding interpretation of policies and programs, curriculum evaluation and development, and other police training related matters. Assignments are received in the form of general program objectives and reviewed by an administrative superior through conference and reports for consistency with program goals and objectives.

EXAMPLES OF WORK: Develops and revises basic and/or in-service law enforcement and police training programs and curricula in response to program requirements and identified needs.

Develops and implements criteria and techniques to evaluate statewide police training needs and effectiveness of current and proposed curricula.

Monitors basic and/or in-service instructors for adherence to established curriculum, technical accuracy and effective application of educational techniques.

Develops and conducts staff development programs for basic and field instructors, and police management personnel.

Develops police training program policy proposals based on identified needs, and assists in analyzing the budgetary impact of proposed plans and programs.

Reviews current research findings/court cases in the area of law enforcement for use in course preparations, presentations and training. Provides technical assistance in research and the preparation of reports and studies.

Assists in the development, implementation, promotion and evaluation of a statewide police officer certification program.

Assists in identifying, evaluating, and developing improved training resource systems for the police training network.

Assists in reviewing existing or proposed legislation concerning police related training programs, and assists in recommending new or modified legislation.

Composes correspondence, reports and other written material as required.

Supervises technical/professional and clerical employees.

Promotes interest and participation in training programs by addressing civic and government groups, organizing and participating in seminars and conferences related to law enforcement related training, and conferring with associates in other governmental agencies and the private sector.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of crime prevention, law enforcement and traffic safety techniques and practices.

Knowledge of instructional techniques and methods utilized in law enforcement and police training.

Knowledge of curriculum planning and development.

Ability to develop curricula, instructional materials, and course outlines for both students and instructors.

Ability to plan, direct and evaluate the work of subordinate technical, professional and clerical personnel.

Ability to train instructors in new techniques.

Ability to read and understand educational and police related journals, Federal publications and other printed materials.

Ability to apply the theories and practices of law enforcement and police administration.

Ability to assist in the basic responsibilities of administering training programs, policy planning, budgeting and legislative review.

Ability to establish and maintain working relationships with students, instructors, school directors, federal, state and local police officials.

Ability to express ideas clearly orally and in writing.

Ability to develop and apply evaluation criteria in identifying training needs, monitoring instructors and evaluating curricula.

Ability to address large groups and conduct seminars and conferences related to police and management training.

MINIMUM EXPERIENCE AND TRAINING: Four years of law enforcement experience supplemented by two years of teaching or training work which included the development of curricula, training materials and lesson plans in the development and implementation of law enforcement training programs and an Associate's Degree in Education, Police Administration, public safety or a related field.
