JOB TITLE: LAKE ERIE LIFEGUARD SUPERVISOR, DCNR

JOB CODE: 20092

SERIES NATURE OF WORK: The Lifeguard job series describes public safety work in ensuring the safety of swimmers and other visitors to swimming areas in state parks operated by the Department of Conservation and Natural Resources (DCNR).

DEFINITION: This is supervisory and public safety work patrolling, directing, and monitoring activities in a beach swimming area along Lake Erie at Presque Isle State Park.

An employee in this job supervises the activities of Lake Erie Lifeguards responsible for maintaining order and minimizing risks to swimmers and other park visitors from accidents or drownings. Work involves planning, organizing, and assigning work to subordinates; evaluating employee performance; determining training needs; providing training through direct instruction or access to training resources; demonstrating new or improved techniques for performing the work; and explaining park rules, regulations, policies, procedures, guidelines, and standards. Work includes supervising the rescue of swimmers in distress; administration of first aid, artificial respiration, and cardiopulmonary resuscitation (CPR), including adult, infant, and child CPR, to injured park visitors; enforcement of compliance with park rules, regulations, guidelines, and procedures governing swimming areas; and inspection of swimming areas and safety equipment and supplies to verify they are safe for public use. Work is assigned in the form of oral or written instructions from a Lake Erie Lifeguard Manager. Work is reviewed through observation and completed reports and documents for adherence to established rules, regulations, and guidelines.

• Supervises the activities of Lake Erie Lifeguards involved in patrolling, directing, and monitoring swimming areas at Presque Isle State Park.

• Evaluates the training needs of subordinates and provides ongoing training for both new and established methods and techniques.

• Supervises the rescue of swimmers in distress.

• Supervises the administration of first aid, artificial respiration, and CPR, including adult, infant, and child CPR, to injured park visitors.

• Supervises the recovery of the bodies of drowning victims.

• Operates an ambulance to transport injured park visitors to hospitals or first aid centers and operates a motor vehicle to travel to various workstations within the park.

• Supervises the inspection of swimming areas and safety equipment and supplies to verify they are safe for public use.

• Supervises compliance with state park rules, regulations, policies, and procedures governing swimming areas.

• Supervises the performance of incidental maintenance and custodial duties along Lake Erie.

• Prepares, submits, and reviews written reports and documents outlining swimming conditions, activities, and incidents.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of accepted lifesaving methods and techniques used in rough waters.

• Knowledge of the principles and practices of water safety in rough waters.

• Knowledge of first aid, artificial respiration, and CPR, including adult, infant, and child CPR, methods and techniques.

• Knowledge of the rules, regulations, policies, and procedures governing swimming areas within state parks.

• Knowledge of the equipment and methods used to recover the bodies of drowning victims.

• Ability to swim proficiently to rescue swimmers in distress and to ensure personal safety while in the water.

• Ability to operate a motor vehicle.

• Ability to interpret and follow oral and written instructions.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two seasons of experience as a Lake Erie Lifeguard (commonwealth title);

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All employees must obtain a valid Lifeguard Certification or Lifeguard Management Certification issued by the American Red Cross, YMCA, United States Lifesaving Association, or other authority recognized by the Pennsylvania Department of Health within 14 days of employment.

• All employees must obtain valid certifications in standard first aid and adult, child, and infant CPR within 14 days of employment.

• All positions require possession of a valid motor vehicle license.
