SERIES NATURE OF WORK: The Lifeguard job series describes public safety work in ensuring the safety of swimmers and other visitors to swimming areas in state parks operated by the Department of Conservation and Natural Resources (DCNR).
DEFINITION: This is managerial and public safety work directing, through subordinate Lake Erie Lifeguard Supervisors, the Waterfront Program at Presque Isle State Park.
An employee in this job directs, through subordinate Lake Erie Lifeguard Supervisors, the activities at all the beach swimming areas along Lake Erie at Presque Isle State Park to maintain order and to minimize risks to swimmers and other park visitors from accidents or drownings. Work involves planning, scheduling, organizing, implementing, and evaluating the Waterfront Program at Presque Isle State Park, including determining program goals, objectives, priorities, standards, guidelines, policies, and procedures. Work includes determining appropriate staffing levels and coordinating the hiring process; planning and preparing orders for supplies and equipment; organizing, scheduling, and conducting lifesaving, safety, and physical conditioning training, as well as special events; conducting daily meetings for the employees to review assignments and specific issues; preparing the master schedule; and creating payroll documents and resolving payroll problems. Work includes assigning and reviewing the work of subordinates, and performing the full range of supervisory duties for the Waterfront Program staff. Work is assigned by a Park Manager in the form of broad goals and objectives for the Waterfront Program and is performed independently. Work is reviewed through observation and completed reports and documents for achievement of program goals, objectives, and quality.

• Plans, schedules, organizes, implements, and evaluates the Waterfront Program at Presque Isle State Park, including determining program goals, objectives, priorities, standards, guidelines, policies, and procedures.
• Determines the number of Lake Erie Lifeguards and Supervisors that need to be hired, works with the administrative staff to prepare the necessary documents to request approval to fill the positions, and coordinates the hiring process.
• Determines supplies and equipment required for the proper operation of the Waterfront Program and works with the administrative staff to prepare necessary documents and obtain the equipment and supplies.
• Plans, schedules, and conducts lifesaving, safety, and physical conditioning training, as well as special events such as the Lifeguard Competition, Discover Presque Isle Days, and the Medical Series.
• Conducts daily meetings with employees to review work assignments, training and conditioning assignments, and specific issues.
• Develops the master schedule for the Water Safety Program indicating employees scheduled to work, assignment to specific swimming areas, breaks, days off, overtime approvals, and special events and activities.
• Prepares the payroll documents for all lifeguard positions and works with the administrative staff to resolve payroll problems.
• Evaluates training needs and trains subordinates or arranges to have the training conducted.
• Investigates complaints involving alleged misconduct by subordinates, determines whether or not the actions were appropriate, and how the incident could have been avoided.
• Reviews and analyzes activities and incident reports to determine work being performed, program trends, and program effectiveness.
• Prepares, submits, and reviews written reports and documents outlining swimming conditions, activities, and incidents.
• Operates an ambulance to transport injured park visitors to hospitals or first aid centers and operates a motor vehicle to travel to various work sites.
• Performs the full range of supervisory duties.
• Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of accepted lifesaving methods and techniques used in rough waters.
• Knowledge of the principles and practices of water safety in rough waters.
• Knowledge of first aid, artificial respiration, and cardiopulmonary resuscitation (CPR), including adult, infant, and child CPR methods and techniques.
• Knowledge of the rules, regulations, policies, and procedures governing swimming areas within state parks.
• Knowledge of the equipment and methods used to recover the bodies of drowning victims.
• Ability to swim proficiently to rescue swimmers in distress and to ensure personal safety while in the water.
• Ability to develop, recommend, implement, and evaluate Waterfront Program goals, objectives, priorities, rules, regulations, policies, procedures, guidelines, and standards.
• Ability to operate a motor vehicle.
• Ability to interpret and follow oral and written instructions.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Two seasons of experience as a Lake Erie Lifeguard Supervisor (commonwealth title);
or
• Four seasons of experience as a Lake Erie Lifeguard (commonwealth title);
or
• An equivalent combination of experience and training.
SPECIAL REQUIREMENTS:
• All employees must obtain a valid Lifeguard Certification or Lifeguard Management Certification issued by the American Red Cross, YMCA, United States Lifesaving Association, or other authority recognized by the Pennsylvania Department of Health within 14 days of employment.
• All employees must obtain valid certifications in standard first aid and adult, child, and infant CPR within 14 days of employment.
• All positions require possession of a valid motor vehicle license.
