DEFINITION: This is advanced professional educational and administrative work in the planning, development, implementation, improvement and evaluation of higher education or teacher preparation programs within the Commonwealth.

An employee in this job is responsible for performing advanced professional work in providing educational advisory and program review services to ensure quality higher education or teacher preparation programs and services. Duties involve the development and improvement of new or expanded programs and implementation of new theories and research findings in institutional programs and services. Work at this level is distinguished from the lower level by responsibility for the planning, development, and revision of program approval or evaluation criteria; making recommendations for changes to program guidelines, proposed legislation and standards for adoption by the State Board of Education; and designing and conducting educational studies in the area of teacher preparation or higher education. Work is performed with considerable independence and is reviewed by an administrative supervisor through conferences, reports and evaluation of program results.

EXAMPLES OF WORK: Provides leadership in the provision of advisory and consultative assistance to colleges and universities in the development, improvement, or expansion of programs and services and implementation of new theories and research findings.

Plans, develops and revises program approval or evaluation criteria and standards for higher education institutions.

Plans and coordinates the conduct of program approval reviews of current or proposed programs at higher education institutions; reviews team reports; and recommends the acceptance or rejection of findings.

Participates in the research, development and implementation of statewide guidelines, regulations and policies relative to higher education and new certification programs.

Makes recommendations for changes in policies, objectives, and standards for higher education for adoption by the State Board.

Plans, develops, coordinates and presents workshops and seminars to provide colleges, universities, and others with information on departmental rules and regulations, agency initiatives, goals, and objectives affecting higher education in the Commonwealth.

Provides statewide leadership in developing and implementing new and evaluating current teacher education programs.

Designs and delivers in-service education programs and technical assistance to improve curricula and staff preparedness at the local educational level.

Implements higher education programs and services that affect basic or career and technical education.

Plans, designs and conducts studies and the program review process for higher education.

Identifies and recommends consultants to serve on program approval and evaluation teams.

Develops program and review training materials.

Reviews the electronic application system for needed upgrades or changes.

Reviews proposed legislation and bills at the state and federal levels and prepares analyses of impact and suggested department position.

Serves as consultant and resource person to college and university administrators and officials on such areas as institutional planning, financing, organization, management and equal education opportunity.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

(TEACHER EDUCATION PARENTHETICAL): Knowledge of basic education instructional processes and curriculum development strategies.

Knowledge of trends and research on effective schools and instructional methodologies.

Knowledge of professional school employee certification requirements.

(BOTH PARENTHETlCALS): Knowledge of the principles and practices in higher education.

Knowledge of developments, trends and research in higher education.

Knowledge of methods and techniques for planning, developing, implementing, improving and evaluating educational programs.

Knowledge of processes and practices in the accreditation of higher education institutions.

Knowledge of the principles and practices in the design and development of academic programs and curricula in higher education.

Knowledge of higher educational organizational structures.

Knowledge of management, concepts, methods and practices in higher education.

Knowledge of equal educational opportunity policies, regulations and practices in higher education.

Knowledge of educational psychology.

Knowledge of research techniques and methods.

Ability to analyze and interpret written materials.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year as a Higher Education Associate 1 in the parenthetical;

                                                                                                                                                    or

Four years of professional education experience, including two years in higher education for the Higher Education parenthetical and two years in basic education for the Teacher Education parenthetical and a master's degree;

                                                                                                                                                   or

An equivalent combination of experience and training that includes three years of professional education experience including two years in higher education for the Higher Education parenthetical and two years in basic education for the Teacher Education parenthetical.
