BASIC EDUCATION ASSOCIATE 1

DEFINITION: This is responsible professional educational work of full journeyperson scope in the planning, development, improvement and evaluation of basic education programs throughout the Commonwealth.

An employee in this class is responsible for performing responsible educational advisory and program review services in establishing, improving or expanding pre-elementary, elementary and/or secondary educational and educationally related programs. Work involves the conduct of educational projects to evaluate new or innovative techniques or to utilize the latest in research findings and theories in the areas of basic education. Employees provide advice, assistance and direction to school administrators and teachers in complying with Federal and state laws and regulations and in developing, preparing and/or approving proposals for Federal funding to improve the basic education programs throughout the state. Work is performed independently under the general direction of a supervisor through staff conference and an analysis written reports for adherence to established policies and objectives.

EXAMPLES OF WORK: Plans and conducts a variety of educational projects, studies, and programs related to specific areas in basic education throughout the Commonwealth.

Conducts the evaluation program for either Federally funded projects, vocational-technical schools, elementary, middle and/or secondary schools in districts throughout the state.

Reviews and recommends for approval proposals for Federally funded projects for elementary, middle and secondary schools within assigned regions or in specific programs.

Provides advice and assistance to local education agencies and intermediate units of the Commonwealth in the planning, development and evaluation of curriculum and instructional programs at the basic educational level.

Reviews, evaluates and analyzes new, expanded or planned educational programs throughout all levels and types of basic educational institutions in the Commonwealth.

Prepares background material for school advisory services teams.

Participates in, and performs the planning, development and evaluation of elementary, middle and secondary, vocational-technical, and Federally funded programs in both intermediate units and local school districts throughout the Commonwealth.

Conducts and participates in the conduct of studies of determine needs in basic education of a statewide nature.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the techniques and procedures used to plan, develop, improve and evaluate basic educational programs.

Knowledge of the theoretical and practical objectives, goals and practices of modern educational methods.

Knowledge of the existence of different teaching techniques and methods and of their advantages and disadvantages in relation to achieving educational aims and in application in different social and cultural settings.

Knowledge of educational research techniques and methodology.

Knowledge of basic statistical concepts and methods in their application to educational research.

Ability to analyze complex educational and educationally related program questions and to make recommendations for solution.

Ability to interpret established program policies and explain intent of programs.

Ability to develop and present recommendations for new or revised program services.

Ability to plan, conduct and direct reviews of educational program effectiveness and merit.

Ability to communicate ideas and concepts orally and in writing.

Ability to establish effective working relationship with educators, administrator and other involved in the basis education processes.

MINIMUM EXPERIENCE AND TRAINING: Four years of professional experience in the field of education;
