JOB TITLE: FOOD AND NUTRITION PROGRAM MANAGER

JOB CODE: 21280

DEFINITION: This is advanced professional and managerial work in directing a statewide food and nutrition program and related nutrition education.

An employee in this job is responsible for administering and coordinating the planning, development, expansion, implementation, and evaluation of one or more federal child and adult nutrition programs within the Commonwealth. Work involves ensuring program administration and operations are consistent with federal and state statutes and regulations; evaluating food nutrition programs at the state and local level; overseeing the development and assessment of nutrition program training; and drafting policies and standard operating procedures in compliance with federal law, regulations, and guidance. Work includes supervising a professional staff that includes at least one Education Administration Supervisor or a position at a comparable level. Work is performed with considerable independence and is reviewed through conferences, written reports, and evaluation of program results.

• Plans, directs, and coordinates the overall operation of a statewide food and nutrition program.

• Directs the work of professional and technical staff in monitoring and reviewing the operation of food and nutrition programs for compliance with administrative, programmatic, electronic data processing, and fiscal rules and regulations.

• Evaluates program effectiveness and efficiency to determine the need for improvements and modifies program services accordingly.

• Coordinates the collection, review, analysis, and preparation of program data for submission to the U.S. Department of Agriculture and the U.S. Department of Education.

• Coordinates the development, implementation, and evaluation of short- and long-range plans to establish, improve, and expand federal and state nutrition programs in schools, local government agencies, and other public or non-profit agencies or organizations across the Commonwealth.

• Drafts policies and standard operating procedures in response to federal and state legislation and regulations to ensure federal and state compliance.

• Coordinates with other agencies and nonprofit and professional organizations to encourage the expansion or development of child nutrition programs.

• Directs investigations to resolve audit findings, complaints, and allegations against program operators and makes determinations on corrective action in sensitive or complicated situations.

• Provides program direction for the review, evaluation, and approval of applications from schools, government agencies, non-profit organizations, and other potential program sponsors.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of nutrition.

• Knowledge of the principles and practices of food and nutrition programs and operations.

• Knowledge of laws, rules, and regulations governing the operation, management, and administration of food and nutrition programs.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to read and interpret rules, regulations, and policies.

• Ability to plan and direct the development and implementation of outreach and program expansion efforts.

• Ability to analyze and interpret numerical information.

• Ability to analyze and interpret written information.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional program management experience in education or public health that includes three years managing food and nutrition programs, one of which was supervisory;

or

• An equivalent combination of experience and training that includes three years of professional experience managing food and nutrition programs in education or public health, one of which was supervisory.
