EDUCATION ADMINISTRATION SUPERVISOR
DEFINITION: This is advanced professional and supervisory work in directing a multi-faceted statewide educational program or a large scale operation within a major organizational area, generally of a mandated nature.
Employees in this class responsible for supervising the work of professional, para-professional and clerical employees engaged in conducting a complex and diverse administrative operation comprised of various mandated functions and non-statutory program services. This work includes insuring that school unit programs and services are in compliance with legal requirements, evaluating existing program services, developing new and revised administrative methods and procedures and resolving complex and sensitive organizational and financial problems. Employees select, train, direct and evaluate staff members and establish specific priorities for the program or operation. Employees may be assigned departmental responsibility for direct operational control of distressed school units. Work is performed with considerable independence and results are reviewed by formal and informal evaluation.
EXAMPLES OF WORK: Directs and supervises the work of professional, para-professional and clerical employees by establishing priorities and objectives; assigning and reviewing work; and selecting and training employees.
Assesses overall effectiveness and efficiency of programs and their administration to determine need for improvements and revision of development of new methods of delivery or new program services; assigns staff members to carry-out or assist in carrying-out new developments or revisions.
Determines and selects projects to be conducted within general program areas; establishes objectives to be met; assigns staff members to projects and reviews their work to see that objectives are being pursued.
Recommends solutions to administrative problems of considerable scope and complexity in such areas as budgeting, long-range financial planning, personnel programming, etc.; serves as departmental representative in directing the operations of school districts declared to be distressed.
Designs and advises on implementation of management development programs, internal and external communication programs and evaluation standards for administrative operations.
Develops and conducts training and informational sessions on various management methods, decision-making processes and problem-solving techniques.
Provides advisory services to local agency administrative on complex and sensitive organizational problems; provides difficult policy interpretations.
Determines the need for and directs the development of training sessions for departmental and local agency personnel to improve skills in program administration and training sessions and seminars for dissemination of information on new and revised program services.
Coordinates the development of broad-scope programs designed to improve local agency administrative services which overlap several educational areas, including those within the employees' responsibility with other staff members.
Develops and expands upon ideas for new concepts of usage of program equipment, facilities and services.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of Federal and state regulations applicable to administrative programs.
Knowledge of sound and practical administrative procedures, methods and concepts.
Knowledge of relationships between administrative program services and the overall educational program.
Knowledge of departmental policies and guidelines relating to administrative programs.
Knowledge of a major operational area such as budget, finance, personnel, purchasing, construction or maintenance.
Skill in planning, organizing and evaluating the work of professional, para-professional and clerical employees.
Ability to evaluate, direct and develop improved procedures for departmental program administration.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as an Education Administration Specialist;
or
Five years of professional experience in education including at least three years in educational administration;
or
Any equivalent combination of experience and training.
