JOB TITLE: LICENSING AND CERTIFICATION EVALUATOR

JOB CODE: 22120

DEFINITION: This is paraprofessional work evaluating and processing applications for certification or licensure with professional licensing boards in the Department of State.

An employee in this job evaluates applications for professional certification or licensure and makes initial determinations regarding applicant eligibility in accordance with licensing board laws, regulations, policies, and procedures. Work involves processing applications and related documentation; evaluating applications and conducting research to verify necessary education, experience, and qualifications; comparing institutional endorsements against established standards and applying independent judgment; and issuing licenses and temporary permits. Work includes responding to information requests relating to established requirements and scope of certification. Work is performed independently under the general supervision of a professional or administrative supervisor and reviewed through observation of results, including submission of applications to professional licensing boards.

   DISTINGUISHING CHARACTERISTICS:

• Work is distinguished from clerical jobs by the responsibility for using independent judgment in making initial licensure or certification eligibility determinations for supervisory or professional licensing board review.

• Receives and processes professional licensure and certification applications for assigned professional boards and maintains official certification records.

• Makes initial determinations regarding applicant eligibility and issues or reissues licenses and certificates in accordance with professional licensing board guidelines.

• Reviews applications and attachments for completeness and accuracy, and verifies the presence of college transcripts, printed certificates, and other required documentation.

• Secures course descriptions of collegiate study and compares them against established standards; verifies appropriateness of institutional endorsements of Pennsylvania and non-Pennsylvania colleges and universities.

• Researches application details and prepares responses accordingly.

• Logs and updates the status of each application and responds to status requests.

• Validates continuing professional education reporting forms to determine accuracy, completeness, and compliance with the rules and regulations of boards responsible for determining initial licensure or renewal of license.

• Issues temporary permits to individuals who have met board requirements for licensure and license examinations.

• Responds to routine inquiries from applicants, legislators, and school administrators relating to established requirements and the scope of certification.

• Sends discrepancy notices to applicants for incomplete applications or to gather additional information.

• Participates in board audits conducted by state and federal agencies.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of office practices and procedures.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read, interpret, and summarize written information.

• Ability to perform math functions including addition, subtraction, multiplication, and division.

• Ability to organize work and develop effective work methods.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Clerical Assistant 3 or Clerk Typist 3 (commonwealth title);

or

• One year of complex clerical experience;

or

• Any equivalent combination of experience and training.
