JOB TITLE: DIRECTOR, MONITORING AND ACCOUNTABILITY OFFICE, PDE

DEFINITION: This is highly responsible professional educational and administrative work directing the Monitoring and Accountability Office in the Pennsylvania Department of Education (PDE).

The employee in this job directs the monitoring and evaluation of Office of Elementary and Secondary Education (OESE) educational programs targeting vulnerable populations. Work involves identifying schools and districts in need of support, determining programs and implementation plans to improve school performance, developing policies and measures to ensure schools have the tools and assistance needed for improvement, and recommending assessment tools to ensure research-based strategies are used to improve teaching and learning. Work includes analyzing data and policies of low performing schools and ensuring school compliance with reporting requirements and required state testing. Supervision is exercised over professional and administrative staff. Work is assigned by the Deputy Secretary for Elementary and Secondary Education in the form of broad goals, objectives, and special assignments and is reviewed through meetings and reports for program quality and the attainment of goals and objectives.

• Develops, recommends, and implements policies, goals, and objectives to monitor and evaluate school educational programs, school performance reporting, specialized educational programs, and compliance with federal, state, and local laws.

• Directs the development of instruments to measure and assess growth in academic achievement and assess results for low-performing schools, and coordinates state-level performance management methods to evaluate district and school progress and identify systems in need of support.

• Develops data systems and monitoring tools to track the implementation, compliance, and effectiveness of K–12 educational programs and services and coordinates monitoring practices to ensure consistent alignment with policies and procedures.

• Coordinates OESE internal monitoring and auditing systems to enable tracking of school and district-level performance, compliance, and program implementation concerns across programs.

• Reviews existing and proposed legislation and regulations to determine program impacts and prepares legislative and regulatory proposals.

• Reviews, revises, and maintains the Basic Education Circular to provide guidance to Pennsylvania schools on the implementation of laws, regulations, and policies.

• Advises the Deputy Secretary and Secretary on all matters relating to monitoring and auditing Commonwealth K-12 educational programs.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of curriculum and instructional services for grades K-12.

• Knowledge of the laws, regulations, and standards governing education, curriculum, and academic services for grades K-12.

• Knowledge of the principles and practices of educational assessment.

• Knowledge of the principles and practices of education administration.

• Ability to read, analyze, and interpret legislation, policies, and procedures.

• Ability to analyze educational issues and make recommendations for program improvements.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

• Knowledge of Commonwealth educational monitoring and auditing programs.

• Ability to develop policies and procedures for monitoring and auditing educational programs.

• Ability to develop instruments to measure student academic achievement.

• Ability to identify potential impacts to educational programs based on the analysis of new or revised legislation and regulations.

• Ability to draft new and revised legislation, regulations, and policies related to educational programs.

• Ability to develop, implement, and evaluate administrative procedures and operations.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Eight years of professional K-12 education experience that includes three years supervising or administering educational programs, planning and implementing processes, and collecting, analyzing, and validating education data;

or

• An equivalent combination of experience and training that includes three years of professional experience supervising or administering educational programs, planning and implementing processes, and collecting, analyzing, and validating education data.
