CHIEF, DIVISION OF SCHOOL FACILITIES

DEFINITION: This is professional, administrative and supervisory work in planning and coordinating public school building requirements.

The employee in this class coordinates the collection, evaluation and dissemination of new ideas in school design and construction. The employee supervises and participates in a program to advise local educational administration in the design, construction, financing and administration of school construction projects and serves as a staff consultant to the Secretary of Education. Supervision is exercised over a staff of professional, paraprofessional and clerical employees to include the selection, training and direction of staff members; determination of objectives and priorities and commitment of staff to meet the objectives and priorities. Work is subject to general review by an administrative superior to determine adherence to established policies and the effectiveness of the program.

EXAMPLES OF WORK: Supervises and coordinates the work of several groups of professional, paraprofessional and clerical employees engaged in administering and regulating the public school building construction program.

Recommends the establishment and modification of standards and criteria for the administration of laws and evaluation of design and construction concepts for school facilities.

Advises and consults with local educational agency administrators to solve critical and sensitive program problems; provides policy interpretation and explains procedures concerning difficult administrative questions.

Meets with local administrators, consulting architects, builders, school board members and local citizen groups to help resolve program difficulties and explain departmental requirements and policies.

Determines the need for and directs the development of training sessions for departmental and local agency personnel to improve skills in program administration.

Directs the development and expansion of new concepts for the use of school facilities in educational, cultural and social contexts.

Directs the development and maintenance of a computerized accounting/budgeting system to monitor programmatic and financial information related to school construction projects approved by the Division.

Conducts training sessions for new or revised program services.

An employee in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of Commonwealth policies, rules, regulations and laws relating to school building construction.

Knowledge of the theories and principles of school building design, construction and finance.

Knowledge of administrative procedures, methods and concepts.

Knowledge of the relationship between school buildings and educational programs.

Ability to plan, organize, direct and evaluate the work of professional, paraprofessional and clerical employees.

Ability to effectively communicate with different groups on sensitive program questions.

Ability to evaluate, direct and develop new or revised program services, methods of delivery of program services and procedures for program administration.

Ability to plan and direct the collection, analysis and dissemination of research data in the field of school building design, construction and finance.

Ability to effectively communicate, both orally and in writing.

Ability to establish effective working relationships with local agency and departmental personnel.

Ability to conceive and expand innovative concepts relating to the program and its services.

MINIMUM EXPERIENCE AND TRAINING: Five years of professional experience in education, including three years of experience in educational administration with one year of experience in school building construction management;
