CAREER AND TECHNICAL EDUCATION SERVICES MANAGER

DEFINITION: This is educational, managerial and administrative work leading a division in planning, directing and coordinating career and technical educational program development and improvement within the state.

An employee in this job serves as a division chief responsible for planning, directing and implementing career and technical education programs statewide. Work involves providing consultative services to Career and Technical Centers and leadership in establishing or expanding career and technical education programs; developing and revising education program standards and guidelines and related services to insure that career and technical education curricula and programs remain current with changing needs; and coordinating and developing career and technical educational program planning, budgeting and evaluation. Work includes directing a staff of career and technical education personnel in providing planning, development and leadership to the career and technical education community and institutions to improve and expand education programs. Employees provide direction and leadership in career and technical education long-range planning, program development and evaluation of instructional and federally funded programs to ensure consistency with effective educational practices, identify state and local needs consistent with state and federal regulations, and participate in recommending policies and procedures. Supervision is exercised over a staff of professional educators and clerical employees. Work is performed with considerable independence subject to review through staff conferences, analysis of written reports and evaluation of program results.

EXAMPLES OF WORK: Plans and coordinates the statewide career and technical education consultative services program.

Directs and supervises the development of career and technical education standards, guidelines and curricula in the various areas of specialization.

Coordinates and directs staff responsible for the development and operation of area career, technical and technology schools and centers.

Coordinates with program personnel the planning for all program areas in career and technical education and the implementation of annual and long-range goals according to state plan objectives.

Coordinates the preparation and interpretation of state plans related to the use of funds, program planning and evaluation.

Directs and coordinates the collection, review, submission and dissemination of data required for state and federal reports.

Directs and coordinates with program personnel related to the planning, development, budgeting, reporting and evaluation of career and technical educational programs.

Develops and recommends policies and procedures for the administration of the career and technical education program.

Directs and coordinates the dissemination of new developments in career and technical education through the media of conferences, workshops and publications.

Develops operational goals and methods to implement program planning policies.

Performs the full range of supervisory duties.

May participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of career and technical education.

Knowledge of the administration of career and technical education programs at the state and local level.

Knowledge of state and federal legislation and regulations impacting upon career and technical education.

Knowledge of curriculum planning and development as applied to career and technical educational programs.

Knowledge of federal laws and regulations concerning the specialized work study, cooperative education, disadvantaged and handicapped, and postsecondary education programs as related to career and technical education.

Knowledge of differing teaching methods and techniques and their comparative strengths and weaknesses related to developing and strengthening career and technical education programs at the secondary, postsecondary and adult education levels.

Knowledge of budgeting program planning and evaluation techniques related to career and technical education program development and expansion.

Knowledge of basic and sound administrative principles and practices,
including knowledge of personnel management and work supervision.

Knowledge of motivational techniques and interpersonal relationships as applied to directing the work of professional educational specialists and clerical employees.

Knowledge of educational administration and of departmental policies and guidelines related to career and technical education and administration.

Ability to plan and direct a career and technical educational program and direct the work of a moderate size professional educational and clerical staff.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to promote the use and adoption of new teaching methods, curriculum materials and developments and techniques in career and technical education.

Ability to analyze complex education and educationally related program questions and make recommendations for their solution.

Ability to interpret program policies in career and technical education for staff, the educational community, business and industry representatives and others to explain the intent of programs and changes in program direction.

Ability to develop and present recommendations for new or revised career and technical programs and related program services.

Ability to plan, conduct and direct the review and evaluation of career and technical education program effectiveness and merit.

Ability to establish and maintain effective working relationships with teachers, school administrators, and others to develop, expand and improve career and technical education.

MINIMUM EXPERIENCE AND TRAINING: One year as a Career and Technical Educational Services Supervisor;

                                                                                                                                                    or

One year as a Career and Technical Education Advisor 2;

                                                                                                                                                   or

One year as a Specialized Career and Technical Education Advisor 2;

                                                                                                                                                   or

Six years of professional experience in the field of career and technical education which included two years of experience in the development or implementation of career and technical education curricula or programs and which included two years of supervisory or administrative experience.
