CAREER AND TECHNICAL EDUCATION ADVISOR 1
DEFINITION: This is responsible professional educational program work in providing statewide advisory services in the planning, development, improvement and evaluation of career and technical education throughout the Commonwealth.
An employee in this class is responsible for providing advisory and technical assistance in the planning, development, improvement, implementation and evaluation of career and technical education programs for basic education schools, postsecondary and higher education institutions, business and industry organizations and others within the Commonwealth. Employees work to establish, improve and expand career and technical education programs to meet the current and projected needs of students, local, state and federal officials, and state businesses and industries. Employees encourage, promote and assist in the development and operation of state and federally funded career and technical programs consistent with Department objectives and state and federal regulations. Work may involve participating in the development and revision of short and long-range plans for career and technical education. Employees are responsible for independently functioning in these programs, providing leadership and assistance to school and college personnel, governmental officials and others in developing local or statewide programs, and maintaining appropriate liaisons to effectively implement programs. Work is performed independently under the general direction of a supervisor who reviews work through periodic conferences and an evaluation of program results.
EXAMPLES OF WORK: Provides career and technical education consultant services to local education agencies, area vocational and technical schools, career and technical centers, community colleges and specialized trade and technology schools, intermediate units, businesses and industries and advisory and craft committees in the planning, expansion, implementation and improvement of career and technical education programs, services and activities.
Provides consultative services and leadership in the areas of handicapped, disadvantaged, work-based learning programs, cooperative education, postsecondary and adult education programs to meet the current and projected employment requirements for the Commonwealth and its businesses and industries.
Conducts evaluations and reviews of federally funded programs to determine program effectiveness for conformance with state and federal program and funding goals and objectives.
Provides career, technical and occupational information to assist in the development and improvement of career and occupational guidance activities.
Provides consultative assistance to ensure continuity of programs or apprenticeships offered at community colleges, specialized technical schools, other two and four year colleges and universities, and trade or union organizations.
Participates in developing and revising the state plan, regulations, standards and guidelines for career and technical education.
Participates in the development and implementation of new and revised curriculum materials to local education agencies, area vocational and technical schools, career and technical centers, community colleges and specialized trade and technology schools, intermediate units, businesses and industries.
Provides assistance, in-service training and guidance in developing proposals for the use of federal funds.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the current principles, methods and trends in career and technical education at the elementary, secondary, post-secondary, and adult level.
Knowledge of the role and objectives of career and technical education in a student’s educational development process.
Knowledge of successful teaching methods and techniques in career and technical education program areas.
Knowledge of career and technical education curriculum planning and development at the elementary, secondary, post-secondary, and adult level.
Knowledge of governmental rules, regulations and procedures relative to funding innovative and pilot programs in the areas of career and technical
education.
Ability to develop curriculum materials and implement new developments and practices in career and technical education.
Ability to encourage and promote the use of teaching methods, curriculum materials, and other techniques in the areas of career and technical education in schools and teacher preparation programs.
Ability to identify problems and develop solutions to career and technical education issues appropriate to the educational setting and within the capabilities of the educational provider.
Ability to establish and maintain effective working relationships with teachers, school administrators, business and industry representatives, union officials, college or postsecondary school representatives, governmental officials and others to improve career and technical education.
Ability to communicate effectively, orally and in writing.
MINIMUM EXPERIENCE AND TRAINING: Four years of professional experience in the field of career and technical education, including one year of experience in the development and implementation of career and technical education curricula or programs;

An equivalent combination of experience and training.
