CAREER AND TECHNICAL EDUCATION ADVISOR 2
DEFINITION:
This is advanced professional educational program work providing leadership in the planning, development, improvement and expansion of career and technical education throughout the Commonwealth.
An employee in this job is responsible for leading and directing statewide efforts to develop, improve and expand career and technical education programs. Employees are responsible for planning, directing, and participating in the development of career and technical education policy, standards, curricula, and program guidelines for statewide application. Work includes coordinating and directing the work of other professional, para-professional and clerical staff in identifying, developing and evaluating new approaches and innovative programs in a major area of career and technical education. Work may also involve the development of statewide guidelines and programmatic policies. While work at this level involves participation in direct advisory and consultative services as at the Advisor 1 level, the distinguishing characteristic of this job is the responsibility for serving as the senior departmental expert for major on-going statewide career and technical education initiatives of a developmental nature with a need to independently develop program policy, guidelines, and procedures. The direction and impact at this level is on program development, rather than program administration. Work is performed independently under the general direction of a supervisor who reviews work through conferences, reports, and evaluation of program results.
EXAMPLES OF WORK:
Functions in a lead work capacity in the establishment, improvement and expansion of career and technical education programs on a Commonwealth-wide basis.
Provides leadership, coordination and direction in encouraging, promoting and assisting in the establishment and operation of state and federally funded career and technical education programs that are consistent with state goals and objectives and state and federal rules and regulations.
Provides leadership in the development and implementation of new and revised curriculum materials.
Develops objectives and goals for major career and technical education program areas consistent with departmental priorities and objectives.
Develops short and long-range goals and objectives for major and complex career and technical education initiatives.
Develops and interprets policies and guidelines and makes recommendations for change in policy and standards.
Provides leadership in developing, coordinating, and testing new approaches to improve career and technical education and evaluating their effectiveness.
Plans, coordinates and participates in providing advisory and consultative services in the planning, development, improvement and evaluation of career and technical education programs.
Provides leadership in assisting teacher preparation institutions, certification personnel and others involved in teacher education in identifying and meeting changes in skills that career and technical education teachers should possess.
Recommends changes in legislation and certification standards concerning career and technical education and teacher competencies to improve the career and technical education programs.
Coordinates and provides leadership in the development, improvement and implementation of major career and technical education programs to introduce new concepts, methods, and practices into career and technical education programs.
Serves as a senior specialist in a major career and technical program area within the Department in providing leadership throughout the state in career and technical education.
Provides leadership in working with federal, state and private agencies, organizations and foundations to obtain grants and funds for innovative and research projects in career and technical education.
Provides leadership and direction in developing, coordinating and presenting in-service workshops and training sessions on new and emerging career and technical education methods and techniques to encourage their adoption and use.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:
Knowledge of teaching methods, strategies, and techniques in career and technical education program areas.
Knowledge of the role and objectives of career and technical education in a student’s educational development process.
Knowledge of career and technical education curriculum planning and development.
Knowledge of trends and new developments in career and technical education.
Knowledge of governmental rules, regulations and procedures relative to funding career and technical education programs.
Ability to identify and resolve issues in specialized career and technical education programs.
Ability to establish and maintain effective working relationships.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING:
One year as a Career and Technical Education Advisor 1;
or
Five years of professional career and technical education experience including two years in the development and implementation of career and technical education curricula or programs;
or
An equivalent combination of professional career and technical education experience and training, which includes two years in the development and implementation of career and technical education curricula or programs.
