Workers’ Compensation Health and Safety Training Specialist


This is responsible professional work in the development, evaluation and provision of health and safety related training and educational courses for members of the Workers’ Compensation regulated community and the general public.

An employee in this job is responsible for developing, organizing, monitoring, and conducting statewide health and safety related training and educational courses, providing technical assistance to various employers, licensed Workers’ Compensation Insurance Carriers, self- insured employers, Commonwealth agencies, members of the general public, and group fund members in the Workers’ Compensation regulated community on Pennsylvania’s Health and Safety regulations. Work involves organizing and presenting training and education programs in response to identified needs including state mandated health and safety compliance training, audit procedure training, and instructor certification training; ongoing research and analysis to assist members of the Workers’ Compensation regulated community in the development, revision and presentation of health and safety related training and educational programs; selecting training facilities; reviewing course materials; monitoring courses to ensure compliance to established curriculum standards; conducting comprehensive reviews of training and educational programs for conformance with health and safety regulations pertaining to Workers’ Compensation related training and education; and assisting in the development and implementation of Health and Safety Institute marketing goals and objectives. Employees in this job are responsible for the development and implementation of training and educational programs, and the development of standards for evaluating accomplishment of course objectives. Work is assigned by an administrative supervisor through general instructions and is performed with considerable independence in determining the technical soundness of information and in providing technical advice and recommendations. Work is reviewed for adequacy and adherence to standardized policies, procedures, and current training practices.


Develops, organizes, evaluates, and conducts statewide health and safety training and educational classes for all members of the Workers’ Compensation regulated community, and members of the general public.

Assists in the development and achievement of Safety and Health Institute marketing objectives.

Schedules and conducts classes and workshops for all members of the Workers’ Compensation regulated community statewide.

Provides training for the certification of the Workers’ Compensation regulated community.

Develops health and safety related training and educational materials such as pamphlets, video, slide sets, posters, newsletters and other resource materials.

Evaluates and revises training programs to ensure compliance.

Conducts needs assessment to identify target training requirements and organizes, coordinates, or facilitates training and educational programs as necessary.

Determines and writes learning objectives and assists in the development of curricula and instructional standards for programs.

Evaluates training sites to ensure suitability of facility to include an environment conducive of learning, geographic location, equipment needs, and compliance with ADA standards.

Makes recommendations for the development or improvement of Workers’ Compensation training and educational materials.

Provides technical assistance to members of the Workers’ Compensation regulated community by interpreting applicable policies, procedures, laws and compliance requirements.

Provides technical assistance to recognized Instructors and Providers concerning health and safety compliance mandates and training content.

Coordinates the implementation of applicable health and safety laws as they are created or revised with members of the Workers Compensation regulated community and representatives from local, state, and federal agencies.

Provides joint health and safety training at the local, state, and federal level.

Develops and reviews requests for proposals for training and educational materials.

Provides training assistance to Commonwealth agencies, including assisting in the development of Commonwealth agency Safety Coordinator, and Workers’ Compensation Coordinator training events.

Develops communications for internal and external publications including brochures, PowerPoint presentations, press office submissions, and portions of the Bureau of Workers’ Compensation Annual Report.

Attends commonwealth agency safety committee meetings and assists Commonwealth agencies in the development of Accident and Illness prevention programs and provides applicable training as necessary.

Instructs and coordinates instructor qualification and instructor criteria requirement information.

Assists with various Commonwealth health and safety initiatives, conferences and events.

Performs related work as required.


Knowledge of the principles and practices of Health and Safety Regulations, Certified Safety Committees, Self-Insured Employers, Workers’ Compensation Insurance Carriers, and Group Fund Insurers regulations as applicable to the Health and Safety Regulation mandates.

Knowledge of basic techniques for developing instructional presentations and materials for use in educational or informational programs.

Knowledge of instructional techniques and methods used in instructional training.

Knowledge of the techniques used to evaluate training programs and curriculum.

Ability to develop and apply evaluation criteria for selecting instructors.

Ability to develop course outlines and instructional materials for training programs.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.


Three years of professional experience in planning, developing and conducting health and safety training or education programs, which included the development of lesson plans;


An equivalent combination of experience and training.
