UNEMPLOYMENT COMPENSATION SERVICE CENTER ADMINISTRATOR 1
DEFINITION: This is responsible administrative work directing the operation of a small to moderately sized Unemployment Compensation Service Center.
An employee in this job directs the activities of a small to moderately sized Unemployment Compensation Service Center. Work involves planning and organizing programs for taking and processing claims for unemployment compensation benefits electronically; reviewing and rendering monetary and non-monetary eligibility determinations; processing adjustments in cases of overpayments; processing appeals in disputed claims; and detecting and preventing fraud. Work includes responsibility for all service center program operations, staff development, quality assurance, administrative services, computing, and telecommunications infrastructure. Work also involves coordinating administrative and technological links on a regional basis between PA CareerLink Offices, and state, federal, and local social services to ensure appropriate services are provided to claimants. Important aspects of this work involve promoting Unemployment Compensation Service Center services through outreach efforts with community and employer organizations. Daily operations are directed through subordinate managerial and supervisory staff and are reviewed for adherence to established policies, rules and regulations and the effective utilization of available resources. Supervision is exercised over an Unemployment Compensation Service Center Operations Manager 1 and other supervisory staff. Work is performed with significant independence of action under general direction from administrative superiors and is reviewed through conferences, reports, observations and overall effectiveness of programs.
EXAMPLES OF WORK: Manages a small to moderately sized Unemployment Compensation Service Center responsible for taking and processing benefit claims electronically.
Establishes program objectives, policies and procedures to ensure the efficient and effective taking and processing of claims for unemployment compensation benefits.
Establishes and maintains the required linkages between the Unemployment Center Service Centers, PA Career Link offices, and other resources on a regional basis to ensure proper services are provided to claimants.
Performs outreach to promote and encourage cooperation and acceptance of the Unemployment Compensation Service Center among employers, unions and the public.
Manages administrative functions related to the Unemployment Compensation Service Center site.
Determines training and development needs and authorizes training for Unemployment Compensation Service Center staff.
Determines staffing, equipment and other requirements for efficient operation of the Unemployment Compensation Service Center.
Directs the preparation of budget requests for the Unemployment Compensation Service Center.
Develops methods and systems to monitor the overall performance of the Unemployment Compensation Service Center and identifies deficiencies and initiates corrective action.
Represents the Department at conferences, seminars and various public functions to promote the interests of the Unemployment Compensation Service Center.
Works with government officials, employers, employee unions and the public to promote the interests of the Unemployment Compensation Service Center.
Performs the full range of supervisory duties.
An employee in this job participates in the performance of subordinates' work consistent with operational or organizational requirements.
Performs related duties as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of federal laws and regulations pertaining to unemployment programs.
Knowledge of the principles and practices of public administration.

Knowledge of the practices and procedures of fiscal management.

MINIMUM EXPERIENCE AND TRAINING: One year as an Unemployment Compensation Service Center Operations Manager 1;
or
Two years as an Unemployment Compensation Claims Supervisor;
or
Three years of professional experience in the interpretation and application of the benefit paying provisions of the Unemployment Compensation Laws that included or was supplemented by two years of supervisory experience.
