JOB TITLE: EXECUTIVE SECRETARY, STATE BOARD OF NURSING

JOB CODE: 23010

DEFINITION: This is professional supervisory and regulatory nursing work administering the rules, regulations, and practice standards of the Pennsylvania State Board of Nursing. The employee in this job supervises staff in reviewing and evaluating nursing practice issues, and educational programs; and evaluating qualifications for licensure. Work involves performing administrative and consultative duties for the State Board of Nursing and interacting with various schools of nursing, nursing graduates, employers, and the public. The employee reports to the Deputy Commissioner of the Bureau of Professional and Occupational Affairs who provides general direction. Work is reviewed for compliance with board policies and regulations.

• Directs and supervises professional staff in the review of nursing education programs and makes recommendations for the approval of curriculum, clinical practices, and faculty.

• Develops, implements, interprets, and explains board policies and procedures concerning nurse licensure, examination, and approved nursing program requirements.

• Oversees the administration of contracts for the examination of professional and practical nurses.

• Directs the administration of testing programs for professional and practical nurses.

• Oversees the licensing of registered and practical nurses and the initial licensing of graduate and out-of-state nurses.

• Participates in the performance of subordinates’ work consistent with operational and organizational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of current nursing theories, practices, and trends.

• Knowledge of nursing education principles, practices, and trends; required curricula for nursing education programs; and the associated policies and regulations.

• Knowledge of the administrative organization of nursing education programs.

• Knowledge of the principles and practices of employee supervision.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These are not used for merit system evaluation or examination purposes and are not position-specific performance standards.)

• Knowledge of new developments in the field of nursing and their impact on nursing practice and educational programs.

• Ability to collaborate with a variety of entities in developing policies and procedures consistent with departmental goals and objectives.

• Ability to represent the Nursing Board as an official spokesperson.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Ten years of professional nursing experience including five years as an administrator, supervisor, or instructor in an accredited professional Registered Nursing education program; and a master’s degree in nursing.

SPECIAL REQUIREMENT:

• This position requires active authorization to practice as a Registered Nurse in Pennsylvania.
