VETERANS EDUCATION ADVISOR SUPERVISOR
DEFINITION:
This is advanced professional educational and administrative work in supervising the planning, development, improvement, evaluation and approval of curriculum and educational and training programs in post-secondary and higher education institutions and in businesses and industries for veterans, military personnel, and others eligible for veterans’ education benefits under federal statutes and regulations.
Employees in this job are responsible for providing direction, leadership, and supervision of professional and clerical employees in the conduct of comprehensive reviews to establish, improve, or expand curriculum and training programs for veterans and for conformance with federal guidelines and state laws and regulations pertaining to veterans education and training. Work involves developing priorities and objectives for staff to ensure that educational institutions, businesses, and industry curriculum and training programs are reviewed and monitored for compliance with federal and state laws and regulations. Employees exercise direction and guidance to subordinates, schools, and training establishments in the resolution of complex or sensitive issues regarding program approval, deficiency and complaint resolution. Employees participate in the evaluation of federal and state legislation affecting curriculum, and education and training programs for veterans and in the revision and modification of policies, regulations, and procedures. Employees also serve as liaisons with other local, state, and federal agencies and organizations in the promotion, expansion, or improvement of curriculum, education and training programs. Employees are responsible for the selection, training, supervision, and evaluation of professional and clerical employees. Work is performed with considerable independence and is reviewed by a program manager through periodic conferences and an evaluation of results.
EXAMPLES OF WORK:
Develops and establishes work priorities and objectives for a staff of professional and clerical employees to ensure the development, review and evaluation of curriculum, education and training programs for veterans in postsecondary and higher education institutions, businesses, and industries in an assigned region of the state.
Reviews and assesses overall effectiveness and efficiency of office operations and work standards, determines the need for improvements and revisions in operational methods and procedures, and directs and coordinates revisions to improve office operations and staff effectiveness.
Supervises the review and evaluation of requests from post-secondary institutions, schools, businesses, and industries for approval of curriculum and educational and training programs and for conformance with federal and state regulations.
Reviews evaluation and visitation reports and requests for approval/disapproval of curriculum, and educational programs and training.
Reviews licensure/certification, franchise, and entrepreneurship approvals.
Supervises the identification and resolution of discrepancies in curriculum, educational programs or training and identifies appropriate corrective action required, and prepares reports of actions.
Coordinates and supervises staff efforts to provide advice and assistance to school and college officials and to business and industry representatives in meeting federal or state laws, standards, and regulations.
Advises subordinate staff in identifying alternatives to resolve complex problems or issues regarding requests for curriculum program approval or revision.
Coordinates and directs participation in job/trade fairs, conferences, and programs to explain veterans education and training programs and expansion of curriculum, educational programs, and training for veterans, members of the military, and others eligible for veterans education and training.
Provides advisory and consultative assistance and guidance to licensing agencies, trade councils, apprenticeship boards, schools, and others in the interpretation of veterans' regulations and guidelines.
Participates in the review of federal and state legislation, policies, and regulations for veterans’ education and training and recommends revision as necessary.
Participates in the design, development, and conduct of in-service workshops and clinics regarding veterans’ education and training.
Participates in Department of Veterans Affairs regional and national meetings and conferences.
Performs the full range of supervisory duties.
The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:
Knowledge of federal and state laws, rules, and regulations concerning education and training programs and benefits for veterans.
Knowledge of the goals and objectives of veterans’ education and training and staff development programs.
Knowledge of current administrative principles, procedures, methods, and concepts.
Knowledge of modern teaching principles and practices.
Knowledge of the role and relationship of the Department of Education with post-secondary accreditation boards, PHEAA, and post- secondary and higher education institutions in the areas of program approval, licensure/accreditation, funding, and financial aid.
Knowledge of course planning as applied to vocational education and training.
Knowledge of policies, procedure, course content, and training facilities in educational institutions.
Knowledge of industrial practices and skills required in various occupational areas and of the knowledge, skills, abilities, and qualifications needed and training required in these areas.
Knowledge of review and evaluation techniques applicable to staff training, education, and development programs and functions.
Ability to plan, organize, and evaluate the work of professional and clerical employees.
Ability to evaluate, direct, and develop improved approval procedures and policies for State Approving Agency.
Ability to interpret and explain federal guidelines and State Approving Agency policies and procedures.
Ability to analyze complex and sensitive approval questions and to determine solutions.
Ability to analyze and evaluate curriculum and educational and training programs and course content for consistency with program objectives and state and federal standards and program approval procedures and regulations.
Ability to analyze administrative, financial, managerial, and student record practices for conformance with established criteria and regulations.
Ability to evaluate curriculum and educational programs and training for effectiveness.
Ability to asses and evaluate the delivery methods, curriculum and objective, and to approve or disapprove curriculum and program(s).
Ability to assist employers and school officials in establishing and structuring adequate curriculum and educational training programs in
conformance with federal and state standards.
Ability to develop and present recommendations for new and/or revised educational/training program approval to school administrators.
Ability to establish and maintain effective working relationships with employers, school and college officials, veterans, and others involved in veterans’ education and training.
Ability to evaluate employee performance and prepare employee Performance Evaluation Reports.
Ability to make presentations and speak before large groups.
Ability to communicate effectively, orally and in writing.
MINIMUM EXPERIENCE AND TRAINING:
One year as a Veterans Education Advisor.
or
Six years of professional experience in education, vocational education, or educational administration or closely related experience involving planning or conducting training or educational programs in industry, government, or schools, including one year in a supervisory or administrative capacity, and a bachelor's degree;
or
Five years of professional experience in education, vocational education, or educational administration or closely related experience involving planning or conducting training or educational programs in industry, government, or schools, including one year in a supervisory or administrative capacity, and a master’s degree.
