UNEMPLOYMENT COMPENSATION EXECUTIVE 1

DEFINITION: This is responsible work in the administration of the state unemployment compensation program.

An employee in this class is responsible for directing a major statewide segment of the unemployment compensation benefit payment program; or the accounting or field accounting functions of the Tax Collection and Operations Division. Work includes responsibility for program planning, development, execution, coordination, and evaluation. Employees review and decide upon technical unemployment compensation program problems, procedures, organization and staffing, and personnel matters and develop recommendations regarding budget and other administrative requirements. Work also involves participation in the evaluation and determination of program policy and proposed legislative changes in the unemployment compensation program. Direct supervision is exercised over a staff of professional, technical and clerical personnel. Work is performed with independence within a framework of Federal and state legislation and agency objectives and policies. General direction is received from an administrative superior who reviews work through conferences, reports, and observation and evaluation of operations and results.

EXAMPLES OF WORK: Plans and directs a major segment of the benefit payment and allowance activities performed by a staff of technical and clerical personnel.

Plans and directs the central office unemployment compensation tax collection accounting activities performed by a staff of technical and clerical employees.

Plans and directs the unemployment compensation tax field accounting programs performed by a staff of professional, technical and clerical employees.

Plans, directs and evaluates the activities of a staff engaged in the functional supervision of state, Federal and interstate claims taking, benefits determinations, appeals, overpayments, and fraud prevention and direction activities of field offices.

Plans and directs the organization and continuing development of the unemployment compensation program area.

Reviews, analyzes, evaluates and revises program objectives, policies and standards.

Attend meetings and conferences at the state and Federal levels on discussions of the unemployment compensation program.

Address and advise groups such as employers, unions, other governmental jurisdictions, on the unemployment compensation program.

Perform related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Federal and state laws, policies and procedures, relating to the unemployment compensation program.

Knowledge of Federal and state manpower programs, especially those impacting upon the unemployment compensation program.

Knowledge of the principles and practices of public administration.

Ability to exercise effective administrative and technical supervision over a staff of professional, technical, and clerical employees.

Ability to develop and implement administrative procedures and operations, and to evaluate their efficiency.

Ability to exercise judgement and discretion in applying and interpreting policies and procedures.

Ability to express ideas clearly and concisely, orally and in writing.

Ability to establish and maintain effective working relationships with subordinates, other administrative officials, and the public.

MINIMUM EXPERIENCE AND TRAINING: Six years of responsible administrative or staff experience including three years in a public employment security agency in the area of unemployment compensation or a closely related program within or outside government service, and a bachelor's degree;
