UNEMPLOYMENT COMPENSATION EXECUTIVE 2

DEFINITION: This is complex and responsible work in the administration of the state unemployment compensation program.

An employee in this class serves as an assistant director of a major phase of the unemployment compensation program, such as benefits payment or accounting and field accounting operations. Work at this level is distinguished from the next lower level by the grater scope and administrative complexity of the program area. Work involves responsibility for assisting in overall program planning, development, execution, coordination, and evaluation. Employ reviews and decides upon technical program problems, procedures, organization and staffing, and personnel matters, and develop recommendations regarding budget and other administrative requirements. Work also involves participation in the evaluation and determination of program policy and proposed legislative changes in the unemployment compensation program. Direct supervision is exercised over a staff of professional, technical and clerical personnel. Work is performed with independence within a framework of Federal and state legislation and agency objectives and policies. General direction is received from an administration superior who reviews work through conferences, reports, and observation and evaluation of operations and results.

EXAMPLES OF WORK: Assist in the planning and direction of the collection of employer contributions to the unemployment compensation fund and related accounting and auditing functions to include the central office accounting and field accounting operations.

Assists in the planning and direction of the development of policies and standards for the processing and payment of unemployment compensation benefits in the central office.

Plans and directs the organization and continuing development of the unemployment compensation program area.

Reviews, analyzes, evaluates and revises program objectives, policies and standards.

Attends meetings and conferences at the state and Federal levels on discussions of the unemployment compensation program.

Addresses and advise groups such as employers, unions, other governmental jurisdictions, on the unemployment compensation program.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Federal and state laws, policies and procedures, relating to the unemployment compensation program.

Knowledge of Federal and state manpower programs, especially those impacting upon the unemployment compensation program.

Knowledge of the principles and practices of public administration.

Ability to exercise effective administrative and technical supervision over a staff of professional, technical, and clerical employees.

Ability to develop and implement administrative procedures and operations, and to evaluate their efficiency.

Ability to exercise judgment and discretion in applying and interpreting policies and procedures.

Ability to express ideas clearly and concisely, orally and in writing.

Ability to establish and maintain effective working relationships with subordinates, other administrative officials, and the public.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as an Unemployment Compensation Executive 1;

                                                                                                                                                                                                    or

Seven years of responsible administrative or staff experience including four years in a public employment security agency in the area of unemployment compensation or a closely related program within or outside government service and a bachelor's degree;

                                                                                                                                                                                                    or

Any equivalent combination of experience and/or training which provides the Required Knowledges, Skills, and Abilities.
