EMPLOYMENT SECURITY EXECUTIVE 2

DEFINITION: This is complex and responsible work in the administration of the state employment security programs.

An employee in this class plans and directs the activities of placement and employee services, or special manpower programs of the employment service, or serves as a high level consultant to the Executive Director for Employment Security. Work at this level is distinguished from the next lower level by the greater scope and administrative complexity of the program area. Work involves responsibility for assisting in overall program planning, development, execution, coordination, and evaluation. Employee reviews and decides upon technical program problems, procedures, organization and staffing, and personnel matters, and develop recommendations regarding budget and other administrative requirements. Work also involves participation in the evaluation and determination of program policy and proposed legislative changes in the employment service program. Direct supervision is exercised over a staff of professional, technical and clerical personnel. Work is performed with independence within a framework of Federal and state legislation and agency objectives and policies. General direction is received from an administrative superior who reviews work through conferences, reports, and observation and evaluation of operation and results.

EXAMPLES OF WORK: Plans and directs the development of standards in the installation and operation of employment service programs in the field such as employer services, placement services, rural services, and other related programs.

Plans and directs the special manpower programs such as applicant services, including veteran services, counseling, youth service, WIN and other related programs.

Performs administrative staff assignments for the Executive Director for Employment Security; participates in development of agency policy, programs, and procedures.

Plans and directs the organization and continuing development of the employment service program area.

Reviews, analyzes, evaluates and revises program objectives, policies and standards.

Attends meetings and conferences at the state and Federal levels on discussions of the employment service program.

Addresses and advises groups such as employers, unions, and other governmental jurisdictions on the employment service program.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Federal and state laws, policies and procedures, relating to the employment service program.

Knowledge of Federal and state manpower programs, especially those impacting upon the employment service program.

Knowledge of the principles and practices of public administration.

Ability to exercise effective administrative and technical supervision over a staff of professional, technical, and clerical employees.

Ability to develop and implement administrative procedures and operations, and to evaluate their efficiency.

Ability to exercise judgment and discretion in applying and interpreting policies and procedures.

Ability to express ideas clearly and concisely, orally and in writing.

Ability to establish and maintain effective working relationships with subordinates, other administrative officials, and the public.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as an Employment Security Executive l;

                                                                                                                                                                                                     or

Seven years of responsible administrative or staff experience including four years in a public employment security agency in the employment service area, or a closely related program within or outside government and a bachelor's degree;

                                                                                                                                                                                                     or

Any equivalent combination of experience and/or training which provides the required knowledges, skills, and abilities.
