DIRECTOR, OFFICE OF LABOR-MANAGEMENT COOPERATION, LABOR AND INDUSTRY

DEFINITION This is responsible administrative and consultative work in planning, developing, and promoting a comprehensive program to facilitate Labor-Management Cooperation.

The employee in this class is responsible for planning, organizing, and directing an extensive program to promote the understanding and cooperation between management and organized labor, in both the public and private sectors, in order to develop and maintain a positive and productive economic climate. Work involves interaction with national, state, and local organizations, business and labor interest groups and individuals, ad hoc and special committees, and other entities associated with the Department of Labor and Industry to provide or obtain information and assistance. Work includes analysis of complex problems and the research of available governmental resources to facilitate problem resolution; the promotion and identification of exemplary labor management initiatives; and the development and recommendation of programs and policies that will increase the effectiveness of the Department of Labor and Industry in fulfilling its responsibilities. Supervision is exercised over a professional and clerical staff. Work is performed under the general supervision of the Deputy Secretary for
Labor and Management Relations for conformance to established goals and objectives, and is reviewed for overall effectiveness through reports and conferences.

EXAMPLES OF WORK: Plans, organizes, and directs the State Labor-Management Cooperation Program.

Serves as a representative of and a consultant to the Deputy Secretary for Labor Management Relations on all aspects of Labor-Management Cooperation.

Works with organizations, such as the Area Labor-Management Committees, AFL-CIO, Chamber of Business and Industry, and L&I's Bureau of Mediation, in promoting cooperation between labor and management.

Establishes and maintains the goodwill and confidence of labor, industry, governmental offices, and the public.

Provides advice and consultation to facilitate problem resolution between organized labor and management, to include issues/areas where negotiations are most threatened such as health care cost containment.

Prepares speeches and correspondence on labor-management issues.

Makes speeches to promote cooperative relationships between business and organized labor, and inform interested parties of available governmental assistance.

Prepares, or directs the preparation of, brochures, pamphlets, publications, and similar written and graphic public information and promotional material.

Interacts with national, state, and local organizations, business and labor groups and individuals, the legislature, the public, and other entities associated with the Department of Labor and Industry to provide or obtain information and assistance.

Serves on special committees and task forces and, when designated, chairs these committees and task forces.

Analyzes and evaluates the impact of proposed or existing labor management programs and policies on the labor-management community and makes recommendations for improved strategies.

Directs the coordination of conferences, ceremonies, or special events to promote and identify exemplary initiatives in labor-management cooperation.

Prepares reports for use in the development and evaluation of new programs and policies and in the evaluation of current policies and programs.

Supervises staff by assigning work, reviewing work performance, preparing and signing employee Performance Evaluation Reports, receives grievances and complaints and resolves or recommends solutions, approving or disapproving leave requests, and insuring the development of staff.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of labor-management relations, public and private administration, and organized labor.

Knowledge of current economic problems in the State.

Knowledge of current developments in labor-management relations.

Ability to establish effective working relationships with Department officials, legislative officials, special interest groups, representatives of organized labor and public and private management, the public, and local, state and national agencies.

Ability to meet and work with business and labor officials and department managers to provide assistance in developing cooperative relationships.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to speak effectively before civic, business, industrial, and labor groups.

Ability to analyze complex issues/programs to provide recommendations for resolution.

Ability to evaluate and prepare proposed governmental policies and program outlines.

Ability to evaluate program effectiveness.

Ability to learn to direct the work of a professional and clerical staff.

Ability to learn to evaluate employee performance and prepare employee Performance Evaluation Reports.

Ability to learn to read and interpret collective bargaining contracts applicable to the work performed by the unit.

MINIMUM EXPERIENCE AND TRAINING: Seven years of progressively responsible experience in industrial management, organized labor, or labor-management relations; and a bachelor's degree with major course work in labor-management relations, industrial management, or personnel administration;
