EDUCATION EXECUTIVE 1

DEFINITION: This is responsible professional administrative and management work in the field of education.

An employee in this class is responsible for directing a major education program having division level or equivalent status such as the Division of Research and Evaluation; Division of Quality Goals; Division of Quality Goals and Instruction; Division of Compensatory Education; Division of Corrections Education; Division of Vocational Operations; Division of Educational Quality Assessment; Division of Nonpublic and Private School Services; and the Division of Basic Education Fiscal Administration. Responsibility for program planning, development, coordination and evaluation are inherent in positions at this level. An employee participates in the development, determination, and implementation of program policy, goals and priorities. An important aspect of the work includes responsibility to conceive, develop, implement and control long and short range plans for a major educational program. Work at this level is distinguished from other education program divisions by the positions magnitude as measured through its program scope; required knowledges, and abilities; problems solving requirements; and responsibility for finality of decisions and consequences thereof. Supervision is normally exercised through subordinate supervisory staff. Work is performed independently and is reviewed for effectiveness and fulfillment of departmental goals and priorities through conferences and written reports to determine achievement of goals and objectives.

EXAMPLES OF WORK: Plans, develops and directs the work of a major statewide educational program.

Participates in development, determination and implementation of program policy and helps to coordinate it with overall departmental goals.

Plans and directs the day-to-day operation of the assigned area of responsibility.

Interprets and implements departmental programs, policies and procedures.

Interprets the program objectives to public or private basic or higher education staff and administrators, educational and educational related groups and associations, and others involved or interested in education.

Reviews, analyzes, evaluates and revised or recommends the revision of program objectives, policies and standards.

Supervises program and administrative staffs.

Participates in the development of administrative policies and interprets these to bureau personnel, school officials, educators and others through staff meetings, conferences and written statements.

Provides liaison with other bureaus and agencies to improve the delivery of educational services within the Commonwealth and facilitates intra and inter bureau coordination to achieve departmental and bureau goals and priorities.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the modern principles, practices and current developments in the field of education.

Knowledge of modern teaching principles and methods.

Knowledge of the principles and practices of supervision, public administration and educational administration.

Ability to exercise effective administrative and professional supervision over a staff of professional, technical and clerical employees.

Ability to develop and implement administrative procedures and operations, and to evaluate their efficiency.

Ability to exercise judgement in interpreting and implementing departmental policies and procedures.

Ability to evaluate program and staff effectiveness.

Ability to plan, organize and direct the work of others.

Ability to effectively administer personnel policies and procedures established contractually and administratively by the Department of Education and the Commonwealth.

Ability to establish and maintain effective working relationships with staff, other administrative officials, other agencies, and the general public.

Ability the communicate effectively, both orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Six years of progressively responsible professional experience in the field of education, including one year in an administrative or supervisory capacity;
