JOB TITLE: DIRECTOR, BUREAU OF SCHOOL SUPPORT

JOB CODE: 24377

DEFINITION: This is highly responsible professional educational and administrative work in developing policies for and directing elementary and secondary school support programs within the commonwealth.

The employee in this job is responsible for planning, developing, and coordinating special population, charter school, and professional development programs for grades Kindergarten through 12. Work involves responsibility for developing program policy, goals, and objectives; preparing legislative policy proposals and regulations and recommending approval by state review boards; reviewing existing and proposed legislation, regulations, and laws pertaining to bureau programs and identifying necessary program changes or additions; directing the development and implementation of statewide educational programming for special student populations; developing models for best practice and educational programming policies for charter schools; establishing policies and guidelines to regulate charter and cyber schools; and directing professional development for elementary and secondary school educators. Work also involves working with national and state consultants, state and local officials, senior level department managers, and others to develop and implement approaches to improve school support programs. Supervision is exercised over a staff of professional and technical employees. Work is performed independently and is reviewed for program effectiveness and attainment of goals by the Deputy Secretary for Elementary and Secondary Education.

• Develops policies for special population programs, such as migrant, homeless, and foster education; juvenile correction education; and teen pregnancy related programs.

• Directs the comprehensive planning process and the review and approval of comprehensive plans submitted by local education agencies.

• Develops policies to improve continuing education programs.

• Determines policy and program changes necessary to remain compliant with federal requirements.

• Develops policies to improve charter school instruction, teacher effectiveness, and student achievement.

• Directs the review of applications for the establishment of new charter schools.

• Directs the provision of guidance to charter school administrators in developing a vision for student learning.

• Determines the allocation of operating funds and approves bureau expenditures.

• Directs the development of tools to measure the performance of bureau programs.

• Directs the provision of assistance to local education agencies, school districts, and intermediate units in interpreting and implementing state and federal rules and regulations relative to planning and program delivery.

• Advises the Deputy Secretary, Secretary, and State Board of Education on school governance and education delivery issues.

• Serves as Department of Education spokesperson and Secretary’s designee to various government agencies.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organization requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the policies, legislation, rules, and regulations regarding the administration of school support programs.

• Knowledge of the theories, principles, practices, and developments in elementary and secondary education.

• Knowledge of research techniques and of the sources and available data relating to elementary and secondary education.

• Knowledge of the principles and practices of educational administration.

• Knowledge of the laws and regulations governing elementary and secondary education.

• Knowledge of the principles and practices of supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Eight years of professional education experience or consultation including four years of education administration for grades Kindergarten through 12, including three years in a supervisory capacity, and a master’s degree;

or

• An equivalent combination of experience and training that includes three years in a supervisory capacity.
