ASSISTANT DIRECTOR, BUREAU OF TEACHING AND LEARNING

DEFINITION: This is responsible professional educational, administrative, and managerial work in the field of teaching and learning.

The employee in this job assists in directing the Bureau of Teaching and Learning by planning, developing, and directing the operation of the statewide programs to improve teaching and learning in Kindergarten through 12th grade. Work involves responsibility for participating in the development of program policies, goals, and priorities; assisting with the direction and evaluation of teaching and learning; formulating short and long range program plans; and directing efforts in academic standards, curriculum development, professional preparation and development, educational planning, specialized educational programs, and administration of federal education programs in the Commonwealth. The employee participates in major decisions affecting Bureau activities, budgets, plans, and program approval/disapproval. Work requires extensive contact with Department officials, and other local, state, and federal education officials. Supervision is exercised over Division Chiefs. Work is performed independently and is reviewed through conferences and written reports to determine achievement of goals and objectives.

EXAMPLES OF WORK: Assists the Director with the management of the Bureau of Teaching and Learning.

Directs the daily activities of Bureau staff, coordinates and monitors Bureau activities and keeps the Bureau Director aware of activity progress or status.

Assists with the Bureau’s administrative and fiscal operations.

Participates in the development of program policies, goals, and priorities and assists in directing program services and evaluating the results obtained.

Provides leadership in the development of short and long range education programs for grades Kindergarten through 12.

Coordinates the development, review and evaluation of teaching and learning services, programs and initiatives.

Assists in the development, review and revision of teaching and learning program regulations and standards.

Assists in developing legislative changes and evaluates legislative proposals concerning teaching, learning, academic, specialized, and curriculum planning services and programs.

Assists local school districts in interpreting and implementing state and federal rules and regulations relative to Bureau programs.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of principles, practices, and developments in the field of curriculum and instructional services for children in grades Kindergarten through 12.

Knowledge of teaching principles and methods for children in grades Kindergarten through 12.

Knowledge of regulations, standards, and laws concerning education, curriculum and academic services for grades Kindergarten through 12.

Knowledge of the principles and practices of supervision.

Knowledge of the principles and practices of educational administration.

Ability to analyze and interpret educational program issues.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Seven years of professional education experience including four years in the field of curriculum development and instruction for grades Kindergarten through 12 and including two years of education supervisory experience;
