EDUCATION DATA QUALITY MANAGER
DEFINITION: This is highly responsible administrative work in planning, organizing, and directing the Department of Education’s data collection, data analysis, and data quality programs.
The employee in this job directs statewide programs involving the collection, analysis, reporting, presentation, security, and quality assurance of education-related data. Work involves integrating the Department’s education statistics and data quality programs with their supporting information technology resources to meet federal and state mandates for collecting and reporting education data. Work includes developing, implementing, and enforcing statewide data policies,
standards, and procedures to ensure the validity, security, and appropriate use of student data within the Department, local education agencies, and institutions of higher education. An important aspect of the work involves coordinating the development and operation of enterprise information technology systems that support the Commonwealth’s education data quality initiatives. Work also includes setting the goals, objectives, and major project schedules for the assigned functions, managing budgetary activities, formulating strategic plans, negotiating and managing vendor contracts, and directing the agency’s data governance framework. Work is performed independently using initiative and judgment and is reviewed for effectiveness and achievement of objectives by the agency’s Chief Information Officer through periodic reports and conferences.
EXAMPLES OF WORK: Manages staff engaged in statewide data quality and data analysis functions for the Department of Education.
Serves as project manager for the planning, development, implementation, operation, enhancement, and performance tuning of enterprise data management systems.
Directs the planning, collection, analysis, and presentation of education- related data and statistics.
Directs the planning, organization, validation, and transmittal of all federally mandated data collections.
Develops, implements, and enforces statewide policies and guidelines involving education-related data quality and data security for the Department, local education agencies, and institutions of higher education.
Serves as the agency’s data governance director and chairs the internal data governance committee.
Serves as liaison with the federal Department of Education and other national organizations on all aspects of education-related data policy, data quality, and data security.
Administers budget planning, procurement, grant writing, and vendor selection activities for the division.
Collaborates with the Department’s Policy Office, executive staff, and legal counsel to ensure that data policies are consistent with federal and state statutes.
Directs ongoing training and operational support for local education agencies to promote sound data quality and data security practices and to ensure adherence to mandated reporting schedules.
Evaluates the impact of proposed federal or state legislation on the management of education-related data.
Performs the full range of supervisory duties.
The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of information technology concepts related to the management and quality assurance of enterprise data.
Knowledge of strategic planning concepts related to the administration of enterprise data.
Knowledge of practices and trends in the development and enforcement of enterprise policies governing data access and data security.
Knowledge of statistical concepts and methods applied to the gathering, analysis, validation, and presentation of data.
Knowledge of the principles and practices of project management.

MINIMUM EXPERIENCE AND TRAINING: Two years of professional supervisory and administrative experience developing, operating, and maintaining enterprise data management systems; or collecting, validating, analyzing, and extracting enterprise data.
