DEFINITION: This is highly responsible managerial work directing the Bureau of Financial Operations in the Department of Education. The employee in this job directs the planning, development, formulation, and administration of the operating, capital, and subsidy budgets for basic and higher education, the State Library, and the department. The employee manages the child accounting program, the pupil transportation program, special and vocational education subsidy programs, the school facilities and construction subsidy, and other reimbursement programs for school districts and intermediate units, and Commonwealth funding for community colleges and higher education. Work includes directing the implementation, analysis, and monitoring of a comprehensive departmental financial management program; directing the resolution of single audit reports and monitoring observations of local educational agencies, community colleges, and the department; developing new strategies and approaches in budgeting and fiscal management; and serving as a consultant to the Secretary of Education and executive staff on all Commonwealth education subsidy and funding matters, budget operations, and fiscal audits of educational funding programs. A significant aspect of this work is participating in broad policy development and in the formulation and administration of fiscal policies, procedures, and controls to facilitate the achievement of department program goals and objectives. General administrative direction is exercised over professional and technical staff. Work is performed with a high degree of independence under the direction of the Deputy Secretary for Administration who reviews work through conferences, reports, and an evaluation of overall effectiveness.

• Directs the development, formulation, and submission of the department's operating, subsidy, and capital budgets; oversees the rebudget process; and directs the administration, control, and monitoring of the department's budget throughout the fiscal year.
• Directs the development, implementation, and administration of fiscal policies and procedures necessary to achieve overall departmental objectives and program goals.
• Plans and directs the continuous review and analysis of fiscal operations, needs, and resources of the department and appraises, adjusts, and correlates fiscal resources and needs among programs and functions.
• Serves as a consultant to the Secretary of Education in matters relating to fiscal management policies affecting educational funds at the elementary, secondary, vocational, and postsecondary and higher education level.
• Makes recommendations to the executive staff on the allocation, reallocation, use, and management of the agency's financial resources to ensure that agency program goals are met.
• Represents the department before the executive and legislative branches in matters related to educational fiscal planning in the department.
• Participates in the planning and development of overall agency policy and objectives and provides consultative services as the resource person in financial operations.
• Directs the implementation of procedures to improve productivity and efficiency of department programs from a budget and fiscal perspective.
• Plans, develops, organizes, directs, and controls the department’s financial management and audit review programs.
• Coordinates response to and resolution of external audits for federal and state agencies.
• Directs complex education programs such as child accounting, transportation and school subsidy programs, and special and vocational education subsidy programs.
• Directs the subsidy program which provides reimbursement for new construction, alterations, and renovation work of physical facilities for the public schools of the Commonwealth as mandated in the School Code.
• Serves as a liaison between the department, state, and federal auditors, and the Comptroller's Office.
• Provides budget and fiscal guidance to staff of the department, local education agencies, intermediate units, higher education institutions, and other educational organizations.
• Performs the full range of supervisory duties.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Six years of professional budget administration work, including three years of supervisory work in fiscal management or educational administrative management, and a bachelor's degree in business administration, finance, accounting, or a closely related field;
or
• An equivalent combination of experience and training that includes three years of supervisory work in fiscal management or educational administrative management.
