JOB TITLE: DIRECTOR, BUREAU OF STATE LIBRARY

JOB CODE: 25130

DEFINITION: This is highly responsible administrative and managerial work in planning and directing programs for the State Library of Pennsylvania.

The employee in this job develops and directs widely diversified library services. Work involves developing, administering, and evaluating policies and procedures to implement library management concepts that ensure program adequacy and effectiveness in addressing user needs. Work includes directing studies of user needs and program effectiveness, analyzing library operations and costs, and planning and directing an advisory services program for federal and state documents depository libraries and state government departmental libraries. Supervision is exercised over a large staff of professional, technical, and clerical employees. Work is assigned by the Commissioner for Libraries and reviewed for overall program effectiveness, attainment of objectives, and consistency with agency policies and goals.

• Plans, develops, and directs the overall operation of the Bureau of State Library in providing reference and information services, lending services, data retrieval, and law and related specialized library services for library patrons.

• Develops and directs the implementation of program policies, goals, and objectives utilizing modern technological developments in library networking, library automation, and information retrieval technologies.

• Develops and maintains a definitive collection of publications of all commonwealth agencies.

• Designates selected academic and public libraries as state government document depositories and provides for the distribution of state publications to those depositories.

• Directs studies to assess program effectiveness and develops new services to meet the diverse needs of patrons.

• Directs the study and implementation of innovative concepts in library management and in the organization and utilization of information retrieval technology and equipment.

• Establishes and maintains cooperative relationships with members of the legislature, the legal profession, and other communities served by the Bureau of State Library.

• Plans and directs cooperative relationships with other libraries to improve and expand library and information services.

• Develops and submits the annual State Library budget and monitors and evaluates the expenditure of funds in accordance with government rules and regulations.

• Functions as a liaison with other state agencies, bureaus, and professional associations.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, practices, procedures, and techniques of library administration and modern library and information science.

• Knowledge of modern library network, automation, and information retrieval technologies.

• Knowledge of modern collection management methods and operations.

• Knowledge of sources and procedures used in reference and bibliographic research.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to develop comprehensive library policies, programs, objectives, and priorities on a long-range basis.

• Ability to analyze user interest and needs and develop appropriate service and network configurations to meet them.

• Ability to interpret and present library policies, objectives, systems, and services to community groups, public officials, members of the legal profession, and the public.

• Ability to analyze library services for conformance with standards and regulations.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Four years of experience as a Librarian Supervisor 1 (commonwealth title);

or

• Seven years of professional experience in library work, including three years of supervisory experience in a large public, special, state, college, or university library;

or

• Five years of professional experience in library work, including three years of supervisory experience in a large public, special, state, college, or university library; and a master's degree in library science or library and information science from a graduate school of library science accredited by the American Library Association;

or

• An equivalent combination of experience and training, that includes three years of professional supervisory experience performing library work in a large public, special, state, college, or university library.
