JOB TITLE: LIBRARY DEVELOPMENT SUPERVISOR

DEFINITION: This is supervisory and advanced program work in providing statewide advisory services in planning, developing, improving, and evaluating library programs in the commonwealth.

An employee in this job provides leadership and direction in the development, improvement, and expansion of library programs and services. Work involves supervising professional staff engaged in grant or subsidy program administration, statistical analysis, or program implementation for the certification, continuing education, professional development, and training of library personnel. Work includes serving as the senior departmental advisor on library issues and ensuring the consistent delivery of advisory services to libraries in compliance with all applicable laws, regulations, policies, and guidelines related to the approval process for federal funding. Work may include conducting statewide needs assessments and engaging in long term planning to develop statewide guidelines and programmatic policies. Supervision is exercised over professional educational staff. Work is performed with considerable independence and is reviewed by a higher-level professional through conferences, reports, and the evaluation of project results.

• Plans and directs the work of Library Development Advisor employees engaged in administering library projects.

• Directs the development, implementation, and continual improvement of statewide library programs.

• Administers federal grant programs and coordinates the development of grant applications and reports.

• Supervises the administration of contracts of state-funded statewide services.

• Develops, recommends, and interprets minimum standards for libraries.

• Plans and directs a statewide program to promote cooperative library practices.

• Directs and administers the collection, analysis, and dissemination of statewide library statistics.

• Coordinates and supervises the planning and design of projects or special studies regarding libraries.

• Evaluates and interprets data to identify trends, needs, and strengths for library planning purposes.

• Serves as a subject matter expert in matters related to public libraries; outreach services; laws, regulations, policies, and procedures; and grant programs.

• Serves as a coordinator for statewide library initiatives.

• Ensures the implementation of professional development for librarians in all fields.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of library science.

• Knowledge of the principles and practices of library development and administration.

• Knowledge of library technology.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to advise library staff on methods for improving library services.

• Ability to analyze library issues and make recommendations for solutions.

• Ability to interpret, analyze, and present written materials.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Library Development Advisor (commonwealth title);

or

• Four years of professional library experience, and a master’s degree in library science, library services, or a closely related field;

or

• Five years of professional library experience;

or

• An equivalent combination of experience and training that includes three years of professional library experience.
