EXECUTIVE DIRECTOR, HISTORICAL AND MUSEUM COMMISSION

DEFINITION: This is highly responsible administrative work as the chief executive officer of the Pennsylvania Historical and Museum Commission.

The employee in this class is responsible for planning, directing and coordinating all activities of the Pennsylvania Historical and Museum Commission, including the preservation of public documents and records; operation of a state museum and field museums authorized by the Legislature; development and interpretation of historic sites and properties committed to the committed custody of the Commission; preservation of objects illustrating the flora and fauna of Pennsylvania and its mineralogy, geology, archaeology, arts and history; preservation of historic and cultural properties in both public and private ownership; research, publication and dissemination of information relative to the history of Pennsylvania; and administration of a State Archives and State Records Center. Work involves interpreting policies and practices of the agency, evaluating the effectiveness of programs, determining agency goals and objective, and serving as the principal advisor to the Commission. Work involves historical societies, preservation organization, archival repositories and museums; and the general public. Work is performed with a high degree of independent judgement within the scope of Commission policy and work is reviewed by the Commission for attainment of goals and objectives.

EXAMPLES OF WORK: Plans, directs and coordinates the overall operation and management of the Pennsylvania Historical and Museum Commission.

Serves as principal advisor to the Commission on all matters affecting the agency.

Organizes agency resources to most effectively meet the goals and objectives of the Commission.

Develops and recommends changes to the Commission in matters of policy and program emphasis.

Evaluates the effectiveness of programs and makes appropriate changes to attain maximum accomplishment.

Determines work priority, establishes goals, review and evaluates performance of subordinate employees.

Represents the agency before executive and legislative officials of state and Federal government; historical societies and preservation organizations; museums and archival repositories; and the general public.

Serves as Executive Secretary, Pennsylvania Federation of Historical Societies; Chairman, Pennsylvania Records Advisory Committee; Secretary, County Records Committee; Secretary, Local Government Records Committee; and member, Environmental Quality Board.

Serves as state representative to national organization dedicated to the preservation of our historical heritage.

Interprets policies of the Commission and resolves major questions resulting from policies.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of public administration, including financing, supervision, budgeting and general government organizations and functions.

Knowledge of the basic principles of historical and archaeological research and publication.

Knowledge of the principles and practices of museum development and administration.

Knowledge of the principles and techniques of historic site interpretation

Knowledge of the principles and practices for the preservation of historic and cultural property.

Knowledge of principles and practices of archives and records administration.

Knowledge of the history of Pennsylvania.

Knowledge of the historical society movement in Pennsylvania and the activities and goals of historical societies.

Ability to plan, organize, direct, and coordinate all agency programs and activities including the research and documentation of information on Pennsylvania history, technical services to historical societies and related organizations, historic preservation, museum development and administration, historic site restoration and interpretation, administration of a State Archives and State Records Center.

Ability to express ideas clearly and concisely in oral and written form.

Ability to establish and maintain effective working relationships with government officials, historical societies, preservation groups, and the general public.

MINIMUM EXPERIENCE AND TRAINING: Five years in a major administration and programs position with a historical agency with broad and diversified history and museum programs and a bachelor's degree with major course work in history, american studies or a related field;
