DIRECTOR, THE STATE MUSEUM OF PENNSYLVANIA

DEFINITION: This is responsible administrative and curatorial work at the bureau level functioning as the director of The State Museum of Pennsylvania.

The employee in this class is responsible, through subordinate division chiefs, for all professional curatorial duties, exhibition management, procedures development, budgeting, publicity, and public relations. Duties also include funds and grants development; volunteer and support groups development; the development of educational, community, and historic programs; interpretation development; contract and fiscal administration; safety, maintenance, and security. Work may also involve representing the agency before legislative and executive officials, historical societies, museum groups, and the general public. Supervision involves planning and organizing work, assigning work to subordinate managers, determining work priorities, evaluating employee performance and preparing and signing employee performance evaluations, receiving and resolving grievances and complaints, interviewing and recommending employee selection, reviewing and approving leave requests, and evaluating the training needs of subordinate staff. Work is performed with significant independence at the direction of the Executive Director, and evaluated through direct observation, progress reports, and conferences for program effectiveness.

EXAMPLES OF WORK: Directs the curatorial functions of accessioning, cataloging, preserving, and utilizing museum collections; and determines the propriety of accessioned items for maintenance in the collection.

Directs the interpretation of the collections and the development of exhibits and displays.

Encourages and develops support for the museum's programs through work with the Friends' group, volunteers, and other community groups.

Fosters the development of educational and informational activities for area residents, regional groups, and state-wide audience.

Directs the maintenance and security programs for The State Museum Complex and Archives Building.

Plans and budgets the museum operations on an annual and long- range basis.

Directs and coordinates the activities of the staff to meet annual program goals.

Plans and organizes work, assigns work, determines work priority, and reviews work performance of staff supervised.

Evaluates employee performance and prepares and signs employee performance evaluation reports.

Reviews and signs employee evaluation reports as the reviewing officer.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends solutions to grievances and complaints.

Interviews prospective employees, and recommends employee selection or ranks applicants in terms of preferability for employment.

Interprets rules, regulations, policies, procedures, standards, and objectives of the programs for subordinates.

Interprets contractual and administrative rights and obligations for subordinates and modifies work environment or process to conform to changing conditions.

Approves or disapproves leave requests.

Initiates corrective disciplinary action for minor misconduct by subordinates and recommends major corrective disciplinary action or dismissal.

Evaluates educational training needs of subordinates and trains and/or requests further education and training courses for subordinates.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of employee supervision, business management, and public administration.

Knowledge of the principles and practices of administration applicable to managing a state museum.

Knowledge of the arts, sciences, and humanities as they relate to the development and administration of museums and their programs.

Knowledge of the methods, techniques, tools, and materials used in the preparation and construction of museum exhibits.

Knowledge of the philosophy, principles, practices, methods, and techniques used in the care and preservation of state museum facilities, and in the care, cataloging, restoration, conservation, and exhibit activities involving collections of historic artifacts.

Knowledge of source materials for research and of research methodology and techniques appropriate for maximum utilization of the museum's collections for educational and promotional purposes.

Skill in performing historical research and in publishing material based on such research in fields related to the museum and its programs.

Skill in planning exhibits and displays.

Skill in expressing ideas clearly and concisely, orally and in writing.

Ability to plan, organize, and assign work of employees supervising and performing work in the care, preservation, restoration, maintenance, business management, clerical support, and interpretation of the museum and its collections.

Ability to appropriately evaluate and determine acceptance of items to augment the museum's collections.

Ability to interpret, orally and in writing, the museum's significance and points of interest.

Ability to establish and maintain effective working relationships with other agency employees and administrators and with public and private groups and individuals concerned with the museum.

Ability to evaluate employee performance and prepare employee performance evaluation reports.

Ability to read and interpret collective bargaining contracts applicable to the work performed by the bureau.

MINIMUM EXPERIENCE AND TRAINING: Five years of administrative experience in directing a museum or historic site,

Five years of professional museum supervisory curatorial experience;

                                                                                                                                                   or

Any equivalent combination of experience and training.
