JOB TITLE: PUBLIC TRANSPORTATION ANALYST TRAINEE

SERIES NATURE OF WORK: The Public Transportation Analyst job series describes professional work reviewing and implementing statewide public transportation programs.

DEFINITION: This is entry level trainee work evaluating and implementing public transportation programs in the commonwealth.

An employee in this job participates in formal and on-the-job training designed to develop professional proficiency in the analysis of organizational structures and the collection and evaluation of data related to the development and implementation of public transportation projects and programs. Work involves participating in project planning, the review and evaluation of funding and other project requests, and the development and implementation of statewide public transportation programs. Work includes analyzing demographic information, transit budgets, and reports; determining compliance with federal and state legislation and regulations; and preparing project reports. Work assignments become increasingly more complex as training progresses. Work is reviewed in progress and upon completion by an administrative supervisor for technical accuracy, understanding, and adherence to established policies and procedures.

• Assists in evaluating financial and technical assistance requests for operating and capital projects submitted by local providers of public transportation services, including human service transportation programs such as the Senior Shared Ride Program and the Persons with Disabilities (PwD) Transportation Program.

• Assists in recommending the distribution of available financial assistance among eligible applicants by reviewing operating and financial data of potential recipients.

• Assists in performing field reviews of approved projects to assess compliance with federal and state programs, policies, and procedures.

• Assists in monitoring projects, including implementation status, program budgets, and project invoicing and payment.

• Assists in compiling, projecting, and analyzing demographic information related to public transportation programs across the state.

• Receives on-the-job training and completes assignments designed to improve familiarity with federal and state funding programs that affect local transportation service providers, and to build expertise in developing funding options and coordinating funding programs and service delivery.

• Assists in preparing applications for federal financial assistance and administering federal grant contracts.

• Participates in local and statewide strategic planning initiatives related to public transportation programs and activities.

• Participates in seminars, workshops, and training sessions.

• Travels to field locations to complete assignments as needed.

• Performs related duties as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the practices and procedures used in data research, collection, and analysis.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• A bachelor's degree that includes 15 college credits in public administration, business administration, systems analysis, accounting, information technology, or a closely related field;

or

• An equivalent combination of experience and training that includes 15 college credits in public administration, business administration, systems analysis, accounting, information technology, or a closely related field.
