JOB TITLE: PUBLIC TRANSPORTATION ANALYST 1

SERIES NATURE OF WORK: The Public Transportation Analyst job series describes professional work reviewing and implementing statewide public transportation programs.

DEFINITION: This is professional work evaluating and implementing public transportation programs in the commonwealth.

An employee in this job collects, organizes, and reviews data and participates in organizational analysis and project planning for implementation of public transportation projects and programs. Work involves reviewing and evaluating funding and project requests, demographic information, and transit budgets and reports from public transportation organizations, and ensuring projects are operating within funding constraints. Work includes preparing project reports, ensuring projects meet federal and state legislative and regulatory requirements, and participating in special projects and initiatives. Work is performed independently under the general direction of an administrative supervisor and is reviewed through reports, conferences, and evaluation of results attained.

• Participates in reviewing applications for public transportation project assistance submitted by county authorities, regional planning commissions, and local transportation organizations to determine whether applications should be approved for state funding based on economic feasibility and project priority.

• Assembles data necessary for comprehensive reviews and analyses to determine financial capabilities of local transportation organizations receiving state financial assistance.

• Participates in the administration and coordination of human service transportation programs, including the Medical Assistance Transportation Program, the Senior Shared Ride Program, the Senior Free Fare Program, Americans with Disabilities Services, and Persons with Disabilities programs.

• Compiles data used for the Public Transportation Annual Report, Capital Planning Tool, Governor’s Budget, and other reports.

• Collaborates with consultants in the development and review of capital project planning, design, and construction.

• Visits local transportation organizations to explain departmental functions and procedures to follow in requesting assistance.

• Assists with special projects and initiatives, including evaluation of new transit services, workforce development, technical assistance, and information technology projects.

• Participates in local and statewide strategic planning initiatives related to public transportation programs and activities.

• Participates in the review of local transportation organizations for compliance with state and federal laws and transit agency performance reviews.

• Travels to field locations as needed to complete assignments.

• Performs related duties as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the practices and procedures used in reviewing public transportation plans and operations.

• Knowledge of basic statistical and mathematical methods, including calculating means, modes, percentages, and ratios.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to extract, organize, and analyze fiscal and operational data related to public transportation operations.

• Ability to present data in graphic and narrative form.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Public Transportation Analyst Trainee (commonwealth title);

or

• One year of professional experience in evaluating and monitoring the maintenance, development, and subsidization of public transportation operations and facilities, and a bachelor's degree that includes 15 college credits in public administration, business administration, systems analysis, accounting, information technology, or a closely related field;

or

• An equivalent combination of experience and training that includes 15 college credits in public administration, business administration, systems analysis, accounting, information technology, or a closely related field.
