JOB TITLE: PUBLIC TRANSPORTATION ANALYST 2

SERIES NATURE OF WORK: The Public Transportation Analyst job series describes professional work reviewing and implementing statewide public transportation programs.

DEFINITION: This is advanced professional work evaluating and implementing public transportation programs in the commonwealth.

An employee in this job develops and implements complex public transportation projects and programs or oversees all public transportation assistance programs in a geographic region. Work involves collecting, organizing, and analyzing data and leading project planning and implementation for major public transportation projects and programs; reviewing and analyzing funding and project requests, demographic information, and transit budgets and reports; and ensuring projects are operating within funding constraints. Work includes conducting compliance and safety reviews, providing technical assistance to transportation organizations, and recommending changes to procedures and regulations to improve program operations. Work is performed independently under the general direction of an administrative supervisor and is reviewed through reports, conferences, and evaluation of results achieved.

   DISTINGUISHING CHARACTERISTICS:

     • Work is differentiated from the lower-level jobs based on independently analyzing, developing, and implementing complex public transportation projects and programs, including those with a direct impact on a major area of agency operations; multiple and varied business needs; high visibility and public or political interest; conflicting goals; significant fiscal and economic ramifications; multiple interfaces with other commonwealth or federal programs; and complicated policies, legislation, and regulations that must be considered.

     • Work at this level involves leading teams of employees and consultants in special projects and initiatives, including evaluating and providing technical assistance for new transit services, workforce development programs, and information technology projects.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.)

• Reviews applications for assistance with transit projects submitted by county authorities, regional planning commissions, and local transportation organizations to determine whether they should be approved for state funding based on economic feasibility and project priority.

• Analyzes capital needs and projects, recommends funding allocations, and manages project delivery.

• Reviews and analyzes financial and operational data to determine the financial capabilities of local transportation organizations receiving state financial assistance.

• Leads the analysis, development, and coordination of human service transportation programs, including the Medical Assistance Transportation Program, the Senior Shared Ride Program, the Senior Free Fare Program, Americans with Disabilities Services, and the Persons with Disabilities programs.

• Leads special projects and initiatives, including evaluation of new transit services, workforce development, technical assistance, and information technology projects.

• Leads the development and review of capital project planning, design, and construction and provides direction to consultants who support these projects.

• Assesses data used for the Public Transportation Annual Report, Capital Planning Tool, Governor’s Budget, and other reports.

• Conducts transit organization performance reviews by analyzing performance metrics, monitoring action plans, and managing related reporting.

• Conducts federal and state compliance reviews by reviewing documentation and analyzing policies and procedures to ensure compliance with regulations.

• Provides technical assistance to transportation organizations in assessing current services, planning future services, and improving organizational management and financial planning.

• Participates in local and statewide strategic planning initiatives related to public transportation programs and activities.

• Visits local transportation organizations to explain departmental functions and the procedures to follow when requesting assistance.

• Serves on national and state committees to represent the department on public transportation issues.

• Recommends changes to procedures and regulations and provides guidance to public transportation organizations regarding performance, compliance, and safety.

• Performs related duties as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, practices, and objectives of developing public transportation plans and analyzing operations.

• Knowledge of basic statistical and mathematical methods, including calculating and using means, modes, percentages, and ratios.

• Knowledge of the data sources pertaining to the development or review of public transportation plans.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to extract, organize, and analyze fiscal and operational data related to public transportation operations.

• Ability to present data in graphic and narrative form.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Public Transportation Analyst 1 (commonwealth title);

or

• Two years of professional experience in evaluating and monitoring the maintenance, development, and subsidization of public transportation operations and facilities, and a bachelor's degree that includes 15 college credits in public administration, business administration, systems analysis, accounting, information technology, or a closely related field;

or

• An equivalent combination of experience and training that includes 15 college credits in public administration, business administration, systems analysis, accounting, information technology, or a closely related field.
