MASS TRANSIT MANAGER 1

DEFINITION: This is managerial and advanced professional work in evaluating and monitoring mass transit operations and analyzing financial requests submitted under the State Mass Transportation Assistance Program.

An employee in this class is responsible for supervising a major segment of the mass transit program in the Department of Transportation and includes the decision making process on all aspects of the major segment. The aspects include the collection, organization and analysis of data required to review existing operations of plans of mass transit operating agencies to determine the caliber of service and need for public funds. Personal contacts with governmental and mass transit personnel are for the purpose of providing advice on different and unusual mass transit problems, and for negotiating proposals, requests and recommendations which would set a precedent or require programmatic adjustments to the State Mass Transportation Assistance Program. Supervision is exercised over a technical and clerical staff. Work is performed independently under the general direction of an administrative superior who reviews work to ensure compliance with the overall departmental mass transit policy and the effectiveness of results.

EXAMPLES OF WORK: Supervises and participates in the review of a major segment of applications for mass transit projects assistance submitted by local authorities and mass transit companies.

Supervises subordinate supervisors and independent analysts with statewide program responsibility in the development of plans and the implementation of mass transit programs which include participation of the Federal, state and local levels.

Supervises the preparation of mass transit review and forecast studies.

Supervises and participates in the development of technical manuals, promotional literature, and other mass transit information material.

Supervises and participates in the review of applications for rural public transit project assistance submitted by county authorities, regional planning commissions and mass transit companies.

Supervises and participates in the development of budget submissions from mass transit assistance.

Develops and recommends changes to the Department's mass transit policy to increase program effectiveness.

Reviews and advises on impact of proposed legislation to determine impact on present mass transit funding and programs.

Reviews all work done by immediate subordinate staff for completeness and technical soundness.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices, and objectives of reviewing mass transit plans and operations.

Knowledge of basic statistical and mathematical techniques such as means, modes, percentages and ratios.

Knowledge of departmental organizational structure and functions.

Knowledge of the data sources pertaining to the development or review of transit plans.

Knowledge of the component parts of the assigned program responsibility and how they are interrelated in the development of plans for managerial decision making and the ability to explain these to subordinate employees.

Skill in supervising the efforts of subordinates.

Skill in explaining the technical and practical factors involved in mass transit operations to subordinates and working associates.

Ability to recognize potential changes in the planning factors utilized and the impact of these changes on managerial decision making.

Ability to extract, organize and analyze data.

Ability to develop and review mass transit plans.

Ability to plan, organize and assign work, and evaluate the work performance.

Ability to read and interpret applicable departmental regulations in bargaining unit contracts.

Ability to supervise employees effectively.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to establish and maintain effective working relationships with associates, public officials, and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Mass Transit Analyst 3;

                                                                                                                                              or

One year as a Mass Transit Supervisor;

                                                                                                                                              or

Four years of experience in evaluating and monitoring the maintenance, development and subsidization of mass transit operations and facilities, and a bachelor's degree;

                                                                                                                                              or

Any equivalent combination of experience and/or training which provides the required knowledges and abilities.
