MASS TRANSIT MANAGER 2

DEFINITION: This is administrative and advanced professional work in evaluating and monitoring the maintenance, development, and subsidization of mass transportation operations and systems.

An employee in this class is responsible for directing for review of all mass transit assistance activities in the Department of Transportation. Work includes the supervision of a significant size staff involved in the collection, organization and analysis of data required to review existing operations and plans of mass transit operating agencies to determine the caliber of the service and needs for public funds. Work includes contacts with various fiscal and top management offices to coordinate the review and development of mass transit plans., Work also includes the formulation of substantive recommendations for changes in program or policy directions based upon projected changes in social, economic or transportation factors impacting on agency and Commonwealth programs. Supervision is exercised over a professional staff of significant size. Work is assigned in the form of broad objectives and policy statements and the employee exercises considerable freedom of judgment in making technical and administrative decisions. Work is reviewed by an administrative superior through reports and conferences for soundness and completeness of the recommendations and adherence to overall policy and objectives.

EXAMPLES OF WORK: Directs as the chief of the mass transit subsidization program for the Department of Transportation the activities associated with the review of all applications for mass transit project assistance submitted by local authorities and mass transit operating agencies.

Directs the development and preparation of comprehensive studies of mass transit facilities and coordinates the development of necessary subsidization policy and procedures.

Established work schedules and directs the organization of data necessary to review mass transit requests and their related plans.

Directs and participates in the formulation of substantive recommendations for presentation to policy making officials and mass transit officials.

Advises on the impact of proposed legislation on mass transit funding and programs.

Plans and organizes work, assigns work, determines work priority and reviews work performance.

Prepares and signs employee performance evaluation reports.

Initiates corrective disciplinary action for minor misconduct by employees and recommends major corrective disciplinary action or dismissals.

Receives, reviews, and approves or disapproves requests for leave.

Interprets contractual and administrative rights and objections for employees and modifies work environment or process as necessary.

Performs related duties as required.

REQUIRED KNOWELDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices, and objectives of reviewing mass transit plans and operations.

Knowledge of basic statistical and mathematical techniques such as means, modes, percentages and ratios.

Knowledge of departmental organization, structure and functions.

Knowledge of the data sources pertaining to the development or review of mass transit plans.

Skill in directing the efforts of subordinates.

Skill in enplaning the technical and practical factors involved in mass transit operations to subordinates working associates.

Ability to extract, organize and analyze data.

Ability to develop and review mass transit plans.

Ability to plan, organize and assign work, and evaluate work performance.

Ability to read and interpret applicable departmental regulations in bargaining unit contracts.

Ability to supervise employees effectively.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to establish and maintain effective working relationships with associates, public officials, and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year as a Mass Transit Manager 1;

                                                                                                                                       or

Five years of experience evaluating and monitoring the maintenance, development and subsidization of mass transit operations and facilities, including one year in a supervisory or administrative capacity, and a bachelor's degree;

                                                                                                                                      or

Any equivalent combination of experience and/or training which provides the required knowledges and abilities.
