JOB TITLE: STATE SAFETY OVERSIGHT REGIONAL ADMINISTRATOR, DOT

JOB CODE: 28361

DEFINITION: This is specialized administrative work in safety oversight of fixed guideway public transportation systems in the Department of Transportation (DOT).

An employee in this job administers comprehensive state safety oversight programs for a region’s fixed guideway public transportation systems under the jurisdiction of the State Safety Oversight (SSO) Office. Work involves ensuring the safety and security operations of rail transit agencies (RTA) operating fixed guideway public transportation systems are in compliance with federal and state laws and regulations, ensuring compliance with SSO program standards, and developing and supervising the implementation of regional SSO policies. Work includes developing and enforcing regional procedures and standards regarding the Safety Management System (SMS); overseeing the evaluation and approval of rail transit agency safety plans and corrective action plans; and managing SSO safety programs and event investigations. Supervision is exercised over State Safety Oversight Program Specialists. Work is performed independently and is reviewed by the Director, State Safety Oversight Office, through reports and conferences for adherence to program standards and objectives.

• Oversees staff and contractors implementing safety oversight programs, compliance, certifications, and incident responses.

• Approves and manages SSO regional office programs, activities, and budget.

• Manages the implementation and enforcement of statewide safety oversight administration policies, procedures, and standards.

• Recommends escalation actions resulting from safety oversight program non-compliance of the fixed guideway public transportation systems.

• Reviews inspections and investigations for quality assurance.

• Develops recommendations for the implementation of federally certified risk-based inspection programs and statewide SSO policies.

• Analyzes and oversees the effectiveness of the rail transit agencies’ implementation of SMS.

• Oversees the implementation of the Safety and Security Certification Program, Statewide Safety Inspection Quality Assurance Program, and Public Transportation Agency Safety Plan Rail Transit Authority Compliance Program.

• Develops and implements regional policies regarding safety and security certification requirements.

• Analyzes national, state, and regional rail transit safety data to determine goals, objectives, and priorities for the regional office.

• Leads safety meetings with the Federal Transit Administration, American Public Transportation Association, Transit Safety Oversight Association, and other agencies and organizations.

• Implements the goals, objectives, and priorities of the SSO strategic plan.

• Reviews and advises on proposed legislation with possible impacts on the fixed guideway public transportation systems safety program.

• Develops and oversees the training program for SSO staff and contractors.

• Manages and enforces the regional implementation of the electric mass transit vehicle inspection program.

• Represents the SSO Office to federal officials, public transit industry representatives, the media, and the general public.

• Travels to field sites.

• Operates motor vehicles.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of laws, regulations, policies, and procedures governing rail system safety.

• Knowledge of rail systems, operations, and maintenance.

• Knowledge of equipment and processes used in maintaining and safely operating rail transit vehicles, equipment, and systems.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read and interpret contracts and other written information.

• Ability to analyze and interpret numerical information.

• Ability to operate motor vehicles.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience as a State Safety Oversight Program Specialist, DOT (Commonwealth title);

or

• Five years of experience managing rail transit operations or regulating rail transit safety, and a bachelor’s degree;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active motor vehicle license.

• All employees must obtain the federally required Public Transportation Safety Certification Training Program (PTSCTP) Certificate within three years of hire and maintain it for the duration of employment in this job.
