JOB TITLE: DIRECTOR, STATE SAFETY OVERSIGHT OFFICE, DOT

DEFINITION: This is highly responsible managerial work directing safety oversight of fixed guideway public transportation systems in the Department of Transportation (DOT).

The employee in this job plans and directs a staff and all activities in the State Safety Oversight (SSO) Office. Work involves managing the implementation, monitoring, and evaluation of comprehensive state safety oversight programs for fixed guideway public transportation systems under the jurisdiction of the SSO Office. Work includes determining program policies, goals, objectives, and priorities; and ensuring compliance with federal and state laws and legislation, and SSO program standards. Supervision is exercised over State Safety Oversight Regional Administrators. Work is performed independently and is reviewed by the Deputy Secretary for Multimodal Transportation through conferences and reports for attainment of goals and objectives.

• Directs the planning, development, implementation, coordination, and evaluation of the SSO Office functions.

• Establishes and directs statewide safety oversight programs, criteria, processes, technical standards, and activities for fixed guideway public transportation systems and the electric mass transit vehicle inspection program.

• Directs the development of statewide policy regarding safety and security certification requirements and qualifications.

• Oversees the development, compliance, and enforcement of rail transit agency safety plans to ensure conformance with federal and state mandates.

• Maintains state safety oversight compliance with safety directives, mandates, regulatory investigations, and inspections issued by oversight authorities.

• Directs rail transit agency safety event investigations.

• Authorizes and determines escalated enforcement actions of rail-fixed guideway public transportation systems.

• Directs the quality assurance reviews of technical audits, inspections, investigations, engineering reports, and designs.

• Analyzes and evaluates the effectiveness of the rail transit agencies’ implementation of the Safety Management System (SMS).

• Reviews proposed state and federal legislation and regulations for impacts to the SSO program and recommends actions.

• Reviews and analyzes national, state, and regional rail transit safety data to determine safety trends, program goals, objectives, and program effectiveness.

• Plans, develops, and manages the statewide SSO budget.

• Prepares and submits safety reports to the Governor, the Federal Transit Administration, and the Regional Transit Authority Board of Directors.

• Represents the SSO Office to federal officials, public transit industry representatives, and other agencies regarding safety.

• Travels to field sites.

• Operates motor vehicles.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of laws, regulations, policies, and procedures governing public transportation systems.

• Knowledge of equipment and processes used in maintaining and safely operating rail transit vehicles, equipment, and systems.

• Knowledge of the principles and methods applied to reviewing, analyzing, and interpreting statistical data.

• Knowledge of rail systems, operations, and maintenance.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to read and interpret contracts and other written information.

• Ability to analyze and interpret numerical information.

• Ability to operate motor vehicles.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Three years as a State Safety Oversight Regional Administrator, DOT (Commonwealth title);

or

• Eight years of experience managing rail transit operations or regulating rail transit safety that includes three years of supervisory experience; and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes three years of supervisory experience managing rail transit operations or regulating rail transit safety.

SPECIAL REQUIREMENTS:

• This position requires possession of an active motor vehicle license.

• The employee must obtain the federally required Public Transportation Safety Certification Training Program (PTSCTP) Certificate within three years of hire and maintain it for the duration of employment in this job.
